Read it again and it says that the council of ministers appoved the budget, not parliment.

This is part of the process in a parlimentry system, the vote by parliment is scheduled to take place today.

this is article is being posted everyone. Even by Currency Newshound, which I got blocked from being able to leave comments on his FB pages stated that the rumor about the budget being approved and passed was a rumor and then stating that the article was an old article.
