If he does'nt and or can't, the oppurtunity to form a gov't would go to someone else (probably Allawi). Now, if Allawi & enough of his freinds bail, they would take any voting quorum with them. Meaning, Maliki wouldnt be able to get his gov't through due to lack of the required amount parliment members in attendence necessary to hold a vote.
