What Happens if Allawi Bails?

Just looking for sum feedback as to what happens if Allawi does bail?

Will we still see an RV this Year?

My understanding is;

Maliki has until the 25th to form his gov't. If he does'nt and or can't, the oppurtunity to form a gov't would go to someone else (probably Allawi). Now, if Allawi & enough of his freinds bail, they would take any voting quorum with them. Meaning, Maliki wouldnt be able to get his gov't through due to lack of the required amount parliment members in attendence necessary to hold a vote. He won't. In his new position, the PM will have to answer to him. Articles saying he's going to quit are misinformation.
