I have a feeling ... at the time you posted this ... the location where the website is from was in fact the 16th. So nothing to read into that I am sure. One of two things, later you will see it change to the 17th and so on ... or the time they posted this article was the 16th for them and the 15th for us. Just a difference of time zones that is all. As far as the changes that is just their disclaimer.
