{Politics: Al-Furat News} The head of the National State Forces Alliance, Mr. Ammar al-Hakim, confirmed that the political agreement paper for the State Administration Coalition was 55% sold out.

Mr. Al-Hakim said at the Middle East Dialogue Forum (MERI) in Erbil, “We referred to the sacrifices made by all Iraqis in building the Iraqi democratic experience, and we stressed Iraq’s need for more cooperation and partnership among its people to achieve the country’s interests and the well-being of the people,” expressing his “happiness to visit the Lalish Temple.” And the participation of the Yazidi brothers in the Eid of collectivism, and we referred to the nature of the ordeal that the people of this component experienced and said that we called on them to adopt the principle of justice and to move away from revenge and the approach of healing. We also explained the nature of the role played by the Al-Hakim International Foundation in hosting the Yazidi women survivors at the United Nations meetings, and we also referred to a similar plight. The plight of our Yazidi sisters is represented by the plight of Shiite Turkmen women. 


We explained that the Sinjar Agreement came as a result of in-depth dialogues between the active parties such as the federal government, the regional government, the local government, and the UNAMI mission, and we confirmed that the implementation was not as stated in the agreement. Each party was looking at the agreement from the angle that achieved its interests, which led to obstruction, and the Yazidi brothers had nothing to do with it, as We expressed our hope that the provincial council elections would lead to a reassuring equation capable of producing representatives for Sinjar and an acting judiciary. 


We explained that the coordination framework is an extension of the National Alliance and the United Iraqi Coalition, and all of them are titles that express the political base of the largest social component, but that does not mean that it bears full responsibility because the responsibility is participatory and each bears according to his ability and role, and we explained that the circumstances were not ideal in reference to the challenges of exiting a totalitarian regime. To a democratic system and the challenges of terrorism and societal conflict in its various forms, as well as the absence of a clear equation with the presence of a regional and international vision wary of what happened, and we called on us to take the challenges into consideration with every evaluation process that seeks fairness.


We showed that Iraq has overcome the complex stages and was able to provide good climates, pointing to the relative security, political and social stability. We pointed out that the State Administration Coalition is the first cross-component ruling coalition to participate in decision-making through regular periodic meetings and conferences. 


We stressed the importance of the political will to pass important laws such as the Federal Council, the Federal Court Law, and the Oil and Gas Law, and we hoped that the State Administration Alliance would be able to approve these laws and implement the agreed upon political agreement paper, and we sensed through our meetings with the leaders of the Kurdistan region the presence of a serious will to pass these laws. 

 

We reminded us that the State Administration Coalition was formed in accordance with the political agreement paper, and we described the agreement as a road map for urgent issues. We pointed out the existence of a serious will from the person of the Prime Minister to implement the agreement, and there is periodic information for the State Administration Coalition on the path of the agreement, and the implementation rate reached 55%. We called for in-depth dialogues to pass the agreement. Laws and overcoming the complex represented by each party’s view of the laws from the perspective of its vision or its own interest. We also called for exploiting the opportunity in light of the existence of the state administration coalition, political stability, and the personality of the Prime Minister.

 

We stressed that our optimism is always accompanied by positive data and not optimism for the sake of optimism, and we warned of the prevalence of the phenomenon of pessimism and brokenness and its danger to nations if they are afflicted by it.


We also confirmed the cohesion of the coordination framework and that it takes courageous decisions. We also explained that the state administration cannot be dependent on the positions of social media, and we must explain the decisions to our people if we believe they are correct, and that early elections are an emergency that comes to address something urgent and cannot be a substitute for the constitutional timing of the elections. We also emphasized the government’s need for stability and we must give it sufficient opportunity to implement its program. We explained that there are local elections through which everyone can express their vision. We made clear that the official timing for the upcoming parliamentary elections is not far away and there is no need for early elections that may contribute to the age of one year for every objector to demand them. Thus weakening the political system. 


🔹We called for a distinction between the Popular Mobilization Forces and the armed factions, and we said that the Mobilization Forces is an institution that falls within the Iraqi defense system and is supported by a law voted on by the House of Representatives, and work is underway to complete its institutional structure and integrate it under the banner of the decisions of the Commander-in-Chief of the Armed Forces, while we pointed out the necessity of dealing with the factions from the standpoint of friends. Those who gave blood and sacrifices to liberate the land. We also called for containing them and clarifying the nature of the interest that links them to the power of the state and its general framework. We also made clear that Iraq is not an exceptional case among all countries that have experienced similar situations, and we warned against the negative repercussions of the negative views of these factions or their classification and classification in other frameworks. While we pointed out the integration of many of these factions into the political process and political system.


🔹With regard to the Palestinian issue and the current developments in Palestine, we made it clear that Palestine is a bleeding wound in the body of the Arab and Islamic nation, and there is suffering that has extended for more than eighty years and the obstruction of most of the international legitimacy resolutions that are in the interest of this people, and that the extreme right-wing Israeli government has increased the tension in light of its silence. The international community about this situation.
We showed that there is great Arab and Islamic sympathy for the situation in Palestine, and we expressed our rejection and denunciation of the policy of cutting off the necessities of life from the Gaza Strip, such as water, lunch, medicine and fuel, in light of the political cover provided by some countries of the world. We also called for ending the matter in a way that preserves the Palestinian people and their interests and activating international resolutions and initiatives. Which was launched to form the independent Palestinian state.

Shafaq News/ Advisor to the Prime Minister and Head of the Committee for Simplifying Government Procedures, Aqeel Al-Khazali, revealed on Wednesday that the federal government headed by Prime Minister Muhammad Shiaa Al-Sudani has implemented approximately 60 percent of the political agreement of the state administration coalition.

This came during his hosting of the seventh session of the "Miri" Forum, entitled "The Sudanese Government... Pledges, Progress, and Prospects."

 

Al-Khazali said, “The political agreement paper, as the comprehensive umbrella that included the blocs of the “State Administration” coalition with all the components of the Iraqi people, we implemented 59 percent of it, and the government has not been a full year old.

 

He explained that in the political agreement paper we have 40 main axes, and from this number we conducted steps and sub-stages amounting to 81 sub-axes, and from this number, 48 achievements were achieved in the language of numbers, indicating that the report exists and will be broadcast on the occasion of the formation of the government on the 27th of the month.

 

Regarding the important laws that the Iraqi government seeks to approve and send to Parliament for legislation, Al-Khazali said, “We have 20 draft laws stipulated in the government curriculum, and the political agreement paper that is an integral part of that curriculum.”

 

He pointed out that 8 draft laws were sent to the House of Representatives, but the oil and gas laws and the Federal Supreme Court received comments from the President of the Republic and the Kurdistan Regional Government, forcing the federal government to withdraw them for reconsideration.

Today, Sunday (October 15, 2023), Sobhan Mulla Jiyad, advisor to Prime Minister Muhammad Shiaa al-Sudani for political affairs, revealed the reason for delaying the implementation of the paragraphs and clauses of the political agreement on the basis of which the government was formed.

 

Jiyad said in an interview with "Baghdad Today", "Prime Minister Muhammad Shiaa Al-Sudani is serious about implementing all the provisions of the political agreement on the basis of which he formed the current government, and there are advanced percentages in many of the paragraphs and clauses of this agreement."

 

He added, "The delay in implementing the terms and paragraphs of the political agreement was delayed over the past months due to the delay in legislating the budget law, and there is seriousness in implementing all the terms of the agreement during the next stage by Prime Minister Muhammad Shiaa Al-Sudani and with all the paths agreed upon within the state administration coalition."
