The Government Performance Evaluation Committee affiliated with the House of Representatives is preparing to complete its final report on evaluating the performance and work of the ministries for the first half of the government’s life, and submit it to the Presidency of the Council early next October. Parliamentarians and political analysts stated that the evaluation step is one of the positive steps that confirm the ability of Supervisory work.


A member of the Strategic Planning and Government Program Follow-up Committee in the House of Representatives, Souad Al-Maliki, told Al-Sabah: “The Ministerial Evaluation Committee indicated that there are ministries that have excelled in their work, and others have declined in their performance, and despite this, all ministries have not yet received their budgets. Therefore, their evaluation is as it is, and despite that, we believe that the ministries’ performance was good.”


She added, "The lack of budgets for the ministries slows down their work; however, their evaluation was good," and if budgets were available to them, their work would be at a higher level, in addition to the fact that they inherited a heavy legacy from the work of previous governments.

For his part, a member of the Parliamentary Services and Reconstruction Committee, Alaa Sukkar, said in an interview with “Al-Sabah” that “it is necessary for there to be an evaluation of the work of the ministries with the expiration of half the life of the government according to its announced program, and therefore we are following up with the government on the implementation of that program accurately before.” Ministries and evaluation committees put evaluation rates in reports submitted to the Presidency of Parliament, which in turn takes the necessary
and legal procedures.  
He explained, “Assessing the government’s performance at this stage is considered one of the positive steps to accurately follow up on the implementation of the government program, as it is the first step in implementing the government’s reconstruction and services program, and that serves as a good precedent for the government to document its work and performance within the program’s steps.”
While the political analyst, Dr. Talib Muhammad Karim, said in an interview with “Al-Sabah” that “the government is proceeding to achieve the citizen’s field achievement, but its steps are slow due to the pressure of red tape and high bureaucracy that reduces the momentum and rush towards achieving the program.”  
He stated, “There are hundreds of laws that we inherited from the dictatorial regime, which are in dire need of changes and amendments that demonstrate the justice of the democratic system, and the House of Representatives and the government must pay attention to this part that controls the social system and makes the citizen feel that there is a logic of justice and equality.
”

Committee member Souad Al-Maliki said in a press statement, “We hosted ten ministers, and governors and heads of bodies will be hosted,” noting that “the committee rated some ministries as (good) and other ministries received an evaluation of (excellent).”


Al-Maliki added, “As for all ministries, most of them suffer from a basic problem, which is the lack of financial allocations due to the lack of the budget launch. This is one of the loopholes and gaps, if they exist, and they may be many, since the majority of ministers inherited a heavy legacy from the previous ministries and are still suffering from it, and some of them have begun to forcefully change the situation.” reality".


She believes that "the work of some ministries, including the Ministry of Interior, Health and Education, especially in terms of changing and rotating positions, was worthy of praise, because there are sources of corruption that have taken root in the ministries, and there are also comments about the Ministry of Electricity not using alternative energy."


She continued by saying: “The committee has the entire current month to evaluate the ministries, and then we will start with the bodies and governors,” indicating that “the problem with the ministries is the lack of allocations, while some ministries have lagging and stalled projects.”

The evaluation of the work of the government of Prime Minister Muhammad Shiaa Al-Sudani is still continuing in the corridors of the House of Representatives after hosting approximately 10 ministers, while the move will be made to evaluating the governors and bodies, although the allocations for the majority of ministries have not yet arrived, which makes it difficult to evaluate them, as some put it. Representative for the Services Committee, Madiha Al-Moussawi, told Al-Sabah: “There is a heavy legacy of lagging projects and corruption, financial and administrative, since the past years, and to this was added the war against ISIS, which led to their complete cessation, and the majority of these projects were exposed to extinction and loss of money.”

 

Al-Mousawi added, “The current government is a service government, and the citizen needs to get something from the beginning to build bridges of trust between him and it. However, this needs time, and despite that, there are evaluations that may lead to the dismissal of some general directors and their transfer to other places,” pointing out that “the Prime Minister Ministers are the ones who can change the faces of negligent ministers who have not provided anything since they assumed office until now, and everyone is waiting for the coming months to measure the government’s success in defining this stage as providing basic services to citizens, such as water, electricity, and sewerage.

 

According to Al-Moussawi, “The Ministry of Construction and Housing must pay attention to the roads between Baghdad and the rest of the governorates to reduce traffic accidents and absorb citizen resentment,” noting that the ministry, along with other ministries, “presented two packages of strategic projects to relieve bottlenecks, but the formation of committees delays all this work.”

This week, the Parliamentary Planning Committee hosts the remaining six ministers as part of its schedule to evaluate the work of all ministries from next week.


Committee member Suad Al-Maliki said in an interview with Al-Sabah: The committee is currently busy completing hosting the six remaining ministries within its series of work in its evaluation, noting that it will begin next week the process of evaluating the work of the remaining ministries and submitting its report to the Prime Minister.


She indicated that once she finishes hosting the ministries this week, she will then begin hosting the independent bodies and governorates, indicating that there are a number of laws, such as the Statistics Law, that have been suspended due to the committee’s oversight role in following up on the work of the ministries and completing their evaluation.


Al-Maliki pointed out that the committee hosts two to three ministers daily, so she was unable to discuss the laws and asked the Presidency of Parliament for a period of time until the end of its oversight work in evaluating the ministries.


In this context, the Parliamentary Finance Committee will host the Ministers of Planning and Finance during the current week to find out the reasons for the delay in implementing the budget because the current government raised the slogan of “national service,” warning that it does not allow the problem of delaying the disbursement of financial allocations to continue.


The head of the committee, Atwan Al-Atwani, said in a statement: “Our insistence on approving the tripartite budget came to enable the governorates and ministries to implement their plans and programs and to avoid stopping funding at the end of the fiscal year,” stressing that “the Ministry of Finance must adhere to the provisions of the budget and release petrodollar allocations to the oil-producing governorates.”

The Parliamentary Strategic Planning Committee revealed, on Sunday, the formation of committees under the supervision of Prime Minister Muhammad Shiaa Al-Sudani to re-evaluate the ministers according to their performance and preservation of public money.

The head of the committee, Laila Al-Tamimi, said, “Through our communication with the government, we believe that there are ministerial changes expected by Prime Minister Muhammad Shiaa Al-Sudani, given that he has important observations, most notably the fight against corruption and waste of public money in the ministries.”

She explained that “the file of wasting money and combating corruption is one of the most important files, and it is the one that will evaluate the work and performance of ministers in the government. This will be done through the follow-up and inspection committees in the Prime Minister’s Office and under the supervision of Al-Sudani. In light of this, the work of ministers will be evaluated and their replacement within the expected ministerial change.”
