{Local: Al-Furat News} The Civil Defense Directorate described the fire incident in an event hall during a wedding in the Al-Hamdaniya district in Nineveh Governorate as the “strongest” it has recorded since the beginning of this year 2023.

The directorate's media coordinator, Nawas Sabah, told Al-Furat News Agency, "The wedding hall fire incident is one of the largest incidents that civil defense teams have dealt with over recent years in terms of the number of deaths, and it will be the strongest in the year 2023."

A number of the families of the victims of the Iraqi wedding fire considered that political corruption and lax implementation of regulations were behind the disaster that left more than 100 dead and about 150 injured, at a time when the government pledged to hold those who were negligent accountable and transferred some of the injured for treatment in Turkey.

Al-Hamdaniya residents, who are rearranging their lives in their hometown, said that the "defeated extremists" failed to kill them, but corruption succeeded in doing so.

“ ISIS did not kill us, but this disaster killed us,” Pastor Boutros Shittu commented, speaking in a local church hall as mourners buried the bodies of their loved ones.

Chito lost his parents, two sisters, and two nephews in the fire that engulfed a crowded wedding hall in Al-Hamdaniya, also known as Qaraqosh.

"In this country, we always wait for a disaster to happen and then deal with the results," Shito said. He added, "Our house is now empty because of greed and corruption."

Arrests and commitments

Government officials announced the arrest of 14 people in connection with Tuesday's fire, including the owners of the event hall, and promised to conduct a rapid investigation and announce the results within 72 hours.

Prime Minister Muhammad Shiaa Al-Sudani visited the fire victims in two local hospitals yesterday, Thursday.

He said that he directed "the maximum legal penalties to be imposed against the negligent and negligent people who caused the painful fire incident."

Witnesses said that the fire started an hour after the wedding began, when fireworks caused the decorations hanging on the ceiling to ignite.

Lack of safety measures

Government officials say that the fire occurred due to a lack of safety and security measures and the use of highly flammable materials in the building.

In a sermon that included wailing women dressed in black, a priest at Al-Tahira Church in Al-Hamdaniya told mourners that Iraq was interconnected in its grief, but criticized officials for “your corruption and nepotism.”

Judicial expert, Ali Al-Tamimi, confirmed today, Friday, that penalties of up to the death penalty and 15 years’ imprisonment are imposed on those responsible for the wedding hall fire incident in the Hamdaniya district, while describing the incident as “genocide.”
Al-Tamimi said in an interview with Al-Ghad Press, “The legal definition of the incident of burning the wedding hall in the Al-Hamdaniya district, which applies to the accused, is Article 342 of the Iraqi Penal Code No. 111 of 1969, which punishes the burning of movable and immovable property and whoever causes their burning with 15 imprisonment.” Years ago, this article led to an increase in punishment and the issuance of the death sentence in the event of the death of a group of people or a specific person.

He added, "The higher administrative authorities are also responsible for the incident, which is considered genocide. They are the governor of the governorate and the governor of Nineveh, and they are responsible for the existence of Law No. 154 of 2001, which punishes with 3 years imprisonment anyone who trespasses on public property and builds buildings outside urban planning by giving approvals and granting permission." Construction and investment permits.
He continued, "It is possible that the Prime Minister will open an investigation and withdraw the hand of the governor and the District Attorney for two months in accordance with the State Employees Discipline Law No. 14 due to the lack of completion of investigations, and then refer them to the competent courts."
He pointed out that "the families of the victims claiming personal arson have the right to demand compensation in the court of first instance from those who caused the incident or from the governor or district attorney," noting that "these lawsuits will be filed later when the investigations are completed and measures are taken by the investigative court."
It is noteworthy that the Civil Defense Directorate announced yesterday that it had monitored 7,000 projects violating safety requirements, including event halls, hotels and restaurants, noting that there is a legal clause through which owners of violating projects are referred to the misdemeanor court if they do not comply with addressing the violations.

Fourth: Recommending to the Council of Ministers to resend draft laws that stipulate compensation for victims of such incidents, and to include in these projects the victims of the Hamdaniyah tragedy in addition to other disasters that occurred during the previous period.

Fifth: The government must take the necessary measures to prevent such incidents from occurring in the future, and not grant approvals to establish halls for meetings and events except after verifying that these places meet safety requirements.

Sixth: Recommending to the Supreme Judicial Council to form a judicial committee to investigate the circumstances of the incident and hold negligent persons accountable in cooperation with the regulatory and security agencies.

Seventh: The Security and Defense Committee, the Health and Environment Committee, and the Committee for Martyrs, Victims, and Political Exiles must jointly form a committee, and their recommendations are presented to the Council.

The committee also recommended the dismissal of “the mayor of the Hamdaniya district, the director of the municipality of the Hamdaniya district, the director of the tourism classification division in Nineveh, the director of the maintenance center of the Hamdaniya district, the dismissal of the director of the fire department in Nineveh, the director of civil defense, and the registration of an investigative board.”

In a press interview, Revan (27 years old) and the bride, Hanin (18 years old), said that they felt “dead inside” despite their survival from the fire that broke out inside a crowded wedding hall in Nineveh Governorate, northern Iraq.

 

Revan said that he lost 15 members of his family in the fire, adding that his bride “cannot speak” after she lost 10 of her relatives, including her mother and brother, while her father is also in critical condition.

 

While initial reports indicated that fireworks that were lit during the couple's slow dance were the cause of the fire, Revan believes that the fire somehow started in the ceiling.

 

What Revan said:

It may have been an electrical short, I don't know, but the fire started in the ceiling. We felt the heat, and when I heard a cracking sound, I looked at the ceiling. Then the ceiling, which was entirely made of nylon, began to melt. It only took seconds. While dancing, the electricity went out, and when the electricity came back on, "he saw a fire." Revan said: “I grabbed my wife and started dragging her. I kept dragging her and trying to get her out of the kitchen entrance.

 

While people were running away, people were tripping over her and bumping into her legs. Her legs were injured.”

 

Fire extinguisher not working

 

Revan said that there was only one fire extinguisher in the hall, which “was not working.”

Describing how events unfolded, he said that two small fireworks were lit when they started dancing, followed by four more fireworks a few minutes later.

 

He said his father asked questions about the dangers of such fireworks causing sparks that could "land on the bride's dress" and "set it on fire," but the hall owners told them the fireworks were electric, so "you can put your hand in." Or even plastic [on it] and it won't burn."

 

Investigation results

 

For its part, the Ministry of Interior announced in a press conference on Sunday the results of investigations into the Hamdaniya fire, noting that the number of victims of the fire reached 107 dead, in addition to 82 wounded.

 

The ministry said, "The concert hall in Al-Hamdaniya was covered with highly flammable materials," adding that "the main cause of the fire was the launching of fireworks inside the concert hall."

 

The Interior Ministry referred the mayor of Al-Hamdaniya and other officials to eliminate the background of the incident.

Prime Minister Muhammad Shiaa Al-Sudani dispatched his advisor for health affairs, Saleh Damad Al-Saadi, to Turkey to inspect the victims of the tragic fire accident in the Hamdaniya district, who are being treated in Turkish hospitals.

 

A statement from his media office, a copy of which was received by Al-Ghad Press, stated that “Al-Saadi conveyed the greetings of the Prime Minister to the injured and their accompanying families, stressing that “the government will continue to transfer the injured, whose health condition allows for treatment outside Iraq,” indicating that these government measures fall within Its duties and responsibilities towards its citizens.

 

The statement added, "Today, the fourth batch was transferred, which included (3) of those injured in the Hamdaniya fire accident, along with their companions and accompanied by a specialized medical team, bringing the number of injured persons transferred to (23) citizens, based on medical reports that proved that their health conditions allow their travel."
