Shafaq News/ The Iraqi Ministry of Planning and Development Cooperation expected, on Monday, that the poverty rate in the country would rise to 25 percent, while it considered that the adoption of the Food Security and Development Law would address this problem through financial allocations.

 

Ministry spokesman Abdul-Zahra Al-Hindawi told Shafaq News Agency, "The ministry will soon start recording a new poverty survey in Iraq and stand on indicators of poverty in light of the current conditions, whether they are related to Covid 19 or the result of global food conditions."

 

He added that "the last statistic of poverty rates in Iraq in 2019 before the pandemic, recorded approximately 22.5 percent," noting that "after the pandemic, and due to economic and health conditions, the percentage increased, and our expectations that this percentage range from 22 to 25 percent."

 

Al-Hindawi pointed out that "the government has taken measures to address the problem of the shortage of some basic materials globally, whether by allocating funds, which is an issue related to food security, which is most affected by prices worldwide, to control the situation and the process of compensating the rise in exchange for providing funds to cover this rise."

 

He pointed out that "poverty is affected by such circumstances and negative repercussions, but also, on the other hand, there are measures by the government for the purpose of supporting the poor, either through the ration card, which represents the basis through financial support and securing more than one share in a close time for the citizen, and also by supporting the social protection network through grants salaries on a continuous basis for those covered by the network.

 

He explained that "the adoption of the Food Security and Development Law, which the Ministry of Planning played a role in drafting this law, will address this problem, because it will allocate significant funds for food security and projects as well."

He explained that "this survey will continue for a period of fourteen months, through which we can calculate the poverty line for the family and identify the hotbeds of poverty in Iraq."

He added that "the committee has set within its work plan the allocation of 5 trillion dinars dues to the unemployed who were lost in last year's budget," noting that "the concerned authorities spent a small part of the funds allocated to the unemployed, which is estimated at 1 trillion and 800 billion dinars, while the remaining Most of this amount has not been disbursed so far.  

  

Al-Moussawi indicated that "the committee will try to obtain more benefits for the unemployed in this year's budget, as well as follow up on the affairs of people with special needs who are covered by subsidies," revealing "an attempt to amend the law of the Ministry of Labor and Social Affairs, to include more segments that need attention from the government and be taken into account during This is a difficult stage.  

  

He added, "The committee will work to amend the entitlements of the ministry's employees who have suffered during the past years from unfairness and injustice in the issue of salaries, and the possibility of amending them in a way that makes them equal with their efforts being made with the categories of their care."  

  

The Ministry of Planning announced, earlier, its readiness to work on a new strategy to reduce poverty for the years 2023-2027.

Earlier, the financial advisor to the Prime Minister, Mazhar Muhammad Salih, presented four measures to address poverty and unemployment, stressing that the rise in oil prices and the financial abundance achieved would address social and economic problems.  

  

Saleh said in a statement to the official agency, followed by "Nass", (April 18, 2022), that "the financial abundance achieved as a result of the rise in global oil prices, and then the increase in the country's oil revenues, will address the social and economic problems left by the current economic crisis and its inflationary repercussions on the local economy, especially its impact." on social groups.      

  

He added, "The rise in food prices has had a significant impact on people with limited income, in particular, and has now constituted 80 percent of their income, which will lead to an increase in poverty rates in the country," noting that "the monetary policy follows the performance of fiscal policy accurately and its role in raising income and living standards." to the affected classes and the advancement of the policy of operating projects, which leads to raising population growth rates.”      

  

He continued, "The indicators of poverty and unemployment can recede through 4 measures represented in supporting social welfare, supporting the components of the ration card, supporting the prices of agricultural crops and grains, in addition to operating the important lagging projects," stressing that "the role of fiscal policy lies in using the financial surpluses to the fullest extent." Even if there are some indications of price increases, as long as the requirements for protecting the poor classes are provided by subsidizing incomes and prices, and providing real income that supports those affected social segments.      

  

He pointed out that "the fiscal policy is working to combat the repercussions of rising inflation, as monetary policy will have a broader role in the development of the country's reserves that support the purchasing power of the dinar, allowing the defense of monetary income and a broader purchasing power through a strict monetary policy."      

  

The Ministry of Labor and Social Affairs announced, earlier, the launch of the Basics of Child Protection project and the provision of psychological and social support to him in cooperation with UNICEF, while noting that a large number of Iraqi families are below the poverty line.  

  

The Director of the Social Protection Department in the Ministry, Zikra Abdel Rahim, said in a statement to the official newspaper, followed by "Nass" (March 3, 2022): "This program comes in cooperation and coordination with the International Children's Organization (UNICEF) and the Child Welfare Authority, and the participation of 110 researchers from the social protection departments. In the governorates of Baghdad, Anbar, Najaf and Salah al-Din, which are affiliated with the Protection Departments for men and women.

And Abdel Rahim continued, "The project includes educational and guidance programs for the purpose of spreading awareness among these families, and educational brochures have been delivered to them, and work continues during official holidays in order to raise the culture of child protection," noting that "a large number of families in Iraq are under pain." The poverty line, which prevented her children from completing their studies and obtaining the necessary health care, and caused the spread of diseases and cases of disability among them as a result of the lack of awareness left by poverty and ignorance rampant in poor and remote areas that have suffered for years from official and societal neglect.      

  

The Ministry of Planning, earlier, identified the poverty rate in Iraq, while noting that the delay in approving the budget impeded the implementation of development plans.

And he continued, "In 2020, we entered into the Corona pandemic and things returned to what they were, as the percentage reached 31.7%, and after the return of life, the economic movement began to be active and at the beginning of 2021 we found that the percentage amounted to 25%."        

  

And he stated, "The poverty rate now ranges between 23-25%, and we will carry out a new survey soon to find out exactly what the percentage is."        

  

He pointed out that "the percentage is considered high in the liberated areas, where it is about 41%, while the poverty rate in the south is 32%, and Al-Muthanna governorate is considered to be on the throne of the highest governorate in the poverty rate at 52%, followed by Al-Diwaniyah by 49% ".        

  

And between, "the poverty rate in the central governorates is 18%, in Baghdad 12% and in Kurdistan 12% as well," noting that "the third five-year development plan focuses on the issue of transformation in the economy, but there are obstacles and voices that stand against this transformation and may delay the implementation of the plans." .        

  

He pointed out that "there are public government companies that burden the budget and the economy without providing production or economic value," noting that "the delay in approving budgets impedes the implementation of development plans, and the plan to recover from the effects of Corona collided with the budget delay."

Mubasher: The Iraqi Ministry of Planning announced, today, Saturday, a move to implement the largest economic and social survey operation in Iraq, stressing that this is linked to the launch of its new strategy to combat poverty, which extends for five years.

Ministry spokesman Abdul-Zahra Al-Hindawi told the Iraqi News Agency "INA", that work on the poverty reduction strategy in Iraq for the period from 2018 to 2022 is still continuing.

He pointed out that the plan was subjected to a "deviation" after the events and repercussions that Iraq witnessed in 2020, as a result of the Corona pandemic and the accompanying drop in oil prices.

He added, that the ministry launched, in parallel, a short plan extending from 2021 to 2023 under the name of the reform and recovery plan from the Corona pandemic with three main axes, indicating that the first axis was related to developing and supporting the private sector and encouraging investment in Iraq.

He pointed out that the second axis relates to the social aspect related to the poor, which includes policies in the field of improving the level of health, education and social network, in addition to returning the displaced and achieving social cohesion.

And he indicated that the third axis is spatial, which is concerned with addressing the development gaps that exist in the governorates according to the map drawn up by the Ministry of Planning in this field.

He continued, "The spatial axis is concerned with basic services in the field of electricity, water, transportation and other areas related to the issue of public services and development gaps."

In this context, he announced the ministry's readiness to launch a new strategy to reduce poverty in the country that extends until 2027, and said, "As an introduction to this strategy, we will start implementing one of the largest field surveys, which is the economic and social survey of the family in Iraq."

Al-Hindawi indicated that the survey will set new indicators of poverty after Iraq witnessed developments and repercussions during the past years, pointing out that "according to the results of the survey, we will set a new poverty line, as well as we will identify poverty hotspots and the standard of life of the included groups."

He explained, that the survey will include special questions and important details about the reality of life in the field of education, health, housing and services, how to dispose of waste, and what equipment the family owns at home, noting that the results of the survey will be important inputs for the third poverty reduction strategy in Iraq.

The Director General of Strategy in the Ministry, Sabah Jundi Mansour, told the official newspaper, "It is not possible to determine the random increase or decrease in the poverty rate without relying on accurate and realistic surveys," noting that "work is underway to prepare the poverty strategy to find out the exact percentages that would facilitate the work of The concerned authorities in the country to take the necessary measures.

Mansour added, "In conjunction with the preparation of the strategy, we began preparing the economic and social survey of the family, which measures the real poverty rates at the level of the governorates and their affiliated districts," noting that "in the next three months, preliminary indicators will appear in this regard."

While confirming that her authority has set priorities for implementing the first steps to create the electronic registry during the coming period, she indicated that it is hoped that a joint workshop will be held under the auspices of the World Food Organization, including the parties and ministries concerned with the establishment of the said registry, in order to complete the remaining steps for the implementation of this important project that will allow the Ministry of Labor to remove violators and employees who receive a social protection salary in addition to their own, and the subsidy is granted to the actual eligible families who are in poverty.
