Saleh said, according to the Iraqi News Agency (INA), that administrative decisions cannot basically disrupt the application of the income tax law in force on taxpayers in general and government taxpayers in particular, and whatever the reasons, even if the income stops or falls to critical limits, then the tax rate is either zero from A cent or (negative tax), meaning that it means paying benefits to taxpayers such as social care, emergency grants, and others. Saleh added that the tax law is only suspended by a law, and that disrupting some paragraphs of the laws in force through the annual budget law is an exceptional act, and it comes to temporarily boost the public budget resources during the fiscal year and the exception ends at the end of the fiscal year itself To avoid an annual fiscal deficit that could jeopardize fiscal discipline. The economic advisor to the prime minister pointed out that the House of Representatives historically approved the government's proposal in the 2015-2016 budget to impose a temporary tax of 3.8% on the total salaries and pensions paid by the government. It was allocated at that time to support the popular crowd and the displaced in a funding pause to meet the costs of the war against ISIS terrorism, and it also included pensions. Saleh explained that this tax ended with the end of the two fiscal years at the time, and therefore imposing taxes as an exception or withholding them as an exception through the budget law is a temporary means, so amendments should be enacted by permanent legal legislation independent of the annual federal budget law. Finance Minister Ali Allawi said in a press statement, "We expect that the House of Representatives will set an income tax on all salaries and allowances," indicating that the salaries of employees will be paid on time. He indicated that "the dollar exchange rate is a government decision that cannot be changed daily as desired." He stressed, "including the degrees of deletion and creation in the 2021 budget, as well as the lecturers and doctors," Allawi pointed out that "the external debts amount to 60 billion dollars and the internal 70 trillion dinars."
