{The middle circles} A proposal to solve the material knot {15}

 Baghdad - Al-Sabah: Omar Abdul Latif

In recent days, the political movement has escalated, at the highest levels, to implement the early elections bill, which many consider a "crossroads", not just for the political process; Rather, it is the fate of the country and its people, and at the head of this movement was the meeting that the government palace witnessed on Monday night.

The meeting of the three presidencies and political forces agreed on two important points, namely, to expedite the issuance of the law and vote to amend the Federal Court Law, and to conduct elections according to the electoral system that Parliament voted by adopting multiple districts and individual nominations, by 320 constituencies on the basis of one seat except for the quota of components, as well as In principle, an agreement was reached on June 2021 as the date for holding the elections, the same date suggested by the Prime Minister. Some parliamentary sources stated that the presidential meeting reached an understanding regarding the so-called “middle circles” or “middle circuits” to break the complex of Article (15) in the election law related to multiple constituencies. However, the advisor to the Prime Minister for Elections Affairs, Abdul Hussein Al-Hindawi, denied in an interview with Al-Sabah said that understanding and agreement, indicating that the matter is now up to the parliament to finalize the approval of the election law. The MP for the State of Law Coalition, Alia Nassif, revealed information that the meeting of presidencies and leaders of political blocs Monday evening had reached a solution regarding the agreement to adopt "middle circles", and indicated that "the two assembled parties had agreed to divide the large provinces into six electoral districts," And from three to four departments for the governorates with a smaller number, and there are some governorates, especially the small ones, which will either be two or one, according to the proportion of the population. Despite the denial regarding the "middle circles", but the MP for Saeron Qusay Al-Yasiri confirmed that "the Shiite blocs agreed to reject the one circuit and the multiple small circles and agree on the intermediate circuit." He added that "there are two options that are currently being studied by the Shiite blocs, the first is that the circle is from three to five seats, and the second option is for the circle to have five to seven seats, with discussions continuing in order to resolve them and present them within the agenda of the next session." The House of Representatives will be on a date next Saturday, with a session that "appears" to be crucial to resolving the knot of Article (15), and the session’s agenda will be fully and exclusively dedicated to completing the electoral districts file. The session called by the Speaker of Parliament, Muhammad al-Halbousi, will be hot and pivotal in determining the fate of early elections. Perhaps the importance of the session’s topic is what prompted al-Halbousi to say on Twitter: “It has become imperative to complete the electoral districts to accomplish a fair and equitable law to hold early elections that meet The aspirations of the people and express their will, so I call on all political forces to assume their responsibilities to implement the law and attend the Saturday session. The House of Representatives will be on a date next Saturday, with a session that "appears" to be crucial to resolving the knot of Article (15), and the session’s agenda will be fully and exclusively dedicated to completing the electoral districts file. The session called by the Speaker of Parliament, Muhammad al-Halbousi, will be hot and pivotal in determining the fate of early elections.
