He added that "the action plan also includes identifying other state resources, diagnosing defects, and reviewing the contracts concluded by the ministries, including licensing rounds in the Ministry of Oil and armament contracts for the Ministries of Interior and Defense," noting that "Iraq needs an appropriate budget for the economic and health conditions that the country is going through, with confirmation To secure payment of employee salaries and create conditions for the conduct of elections. ”

In return, the other member of the Parliamentary Finance Committee confirmedHanin Al-Qudo, securing the salaries of employees in the draft federal budget law for the year 2020.
Qaddo said, "The 50% drop in oil prices naturally affected the building of the federal budget for 2020, because Iraq relies on oil imports to build federal budgets."

He added that "the fiscal deficit in the public budget due to the low oil prices, will push the government and the House of Representatives to adopt other non-oil imports and reduce public expenditures to fill the fiscal deficit in the budget ", noting that "the government will resort to internal loans from government and private banks to fill the deficit in the public budget “.

He stressed that "the incurred deficit does not affect the payment of salaries of employees and retirees," referring to the cancellation of any governmental or parliamentary recommendation to the crisis cell to deduct any portion of the employees salaries and not prejudice the entitlements of this important segment under any circumstance.
He explained that "the average external debt incurred by Iraq is 27 billion dollars, and the internal debt rate is 39 billion dollars.

Contacts for "people": "shock" continues .. and two companies on the "black list"!

2020.06.19
Contacts for "people": "shock" continues .. and two companies on the "black list"!

People - Baghdad

On Friday, the Ministry of Communications confirmed that the trauma process continues in Mosul on a daily basis, noting that some companies have been blacklisted.

An official source at the Ministry of Communications told Nass, (19 June 2020), "The shock process in the city of Mosul is still ongoing and will remain on a daily basis until all capacities pass through the official gates of the Ministry of Communications."

He added, that the operation resulted in "seizing the locations of the smuggled companies with the accusative crime, which are each of the Viber Band Company and the Viber Combo Company, and they were listed on the blacklist and referred to the judiciary to obtain their fair punishment with the confiscation of all devices and equipment used in the crime and the closure of the headquarters of these companies."

He called on citizens to "not deal with companies that transcend and break the law to avoid future service disruptions."

Since the Iraqi governments started raising the issue of internet capacitance, governorates such as Kirkuk or Diyala were the main fields of these operations, but the latest operation announced by the Ministry of Communications in Nineveh revealed "a den that remained out of sight" as an official in the ministry expresses, The way of the operation does not seem paved with flowers, especially after the name of a prominent official in the governorate was received, along with reports of two armed factions interfering in the case.

shock

A segment of Internet users in Nineveh, surprised by the evening of the seventeenth of June 2020, with a severe interruption or weakness hitting the service. Later, the reason was known, when the ministry broadcast pictures of bulldozers taking off the cables through which the capacities are smuggled to Nineveh.

In a parallel track, the "shock" was more severe for the owners of a number of equipped companies, but, while the issue at the beginning seemed a technical issue related to companies in violation of the law, it became clear later that prominent political figures "lay in the details."

"Invisible oil"

Technicians use the term "smuggling capacities" to describe the process in which some companies import and distribute Internet service to subscribers, in an unlawful manner.

The government determines mechanisms to receive Internet packages and distribute them to home users, and in a country with the number of users of Iraq for Internet service, the Ministry expects that the financial fees for importing the Internet service will constitute an important financial resource.

Member of the Integrity Committee, Youssef Al-Kalabi, says that the thefts in this file are equivalent to Iraq’s oil income !, and that it was expected that this file will be closed 10 years from now, and that the file for creating electronic gates was completely complete during the era of the government of former Prime Minister Adel Abdul-Mahdi, Although adequate funding has been allocated, it has been suspended by the mafias of corruption, calling for the search for the department that has disrupted the project to uncover those mafias, as he put it.

"Smuggling and poor service"

A competent official in the Ministry of Communications responds to "Nass" about "what some smuggling companies say, that the continuation of smuggling contributes to improving the internet service", a lawsuit that finds quite a few echoes whenever a government campaign to drop smuggling towers is launched.

The official, who handles a high-profile mission in this file, describes "these allegations with ridiculousness, which are only fooled by those with little experience in the field of telecommunications."

And he added, "In the last campaign, we dropped the smuggling towers, not the appointment, and without checking the path of each smuggling tower, and to which company drives the capacities, and within hours, it became clear to all subscribers the difference between the discreet and smuggled companies, where the internet service did not stop at Fundamentalist companies, and they were not affected by any defect, and those companies that were escaping the capacities, have certainly suffered. "

He continues, "On the contrary, smuggling is the main reason for undermining the progress of the Ministry's projects on the optical cable level, for example, or in the internet file in general, and saying that there is a relationship between smuggling capacities and the speed of the Internet has nothing to do with reality, so the opposite is true, as all specialists know."

Billions, "brother-in-law" and "factions"!

A "Nass" correspondent in Mosul spoke to a number of subscribers and owners of the towers, who circulated a bundle of rumors and news immediately after the service was cut off by smuggling companies, including the possession of a relative of one of the prominent politicians in Nineveh, of two large companies profiting from the smuggled internet for years.

The leaked documents show numerous question marks about one person who owns the two companies, who is linked to the most prominent conservative politicians in a relationship.

And former Communications Minister Naeem Al-Rubaie estimated that Iraq’s losses in the capacity smuggling file are more than 40 billion dinars annually, a number whose recovery does not seem to be fraught with roses if the government reaches its anti-smuggling operations, says the ministry’s official.

On the other hand, a "Nass" reporter quoted one of the subscribers and cadres in one of the aforementioned companies as saying that the company manager (the son-in-law) is making contacts with two armed factions, one of which is spreading in Nineveh, and the other has influence within the Ministry of Communications.

According to rumors circulating among the companies in the province, figures in the two armed factions pledged to provide "the required support" in order to resume the work of the "two smuggling giants" in Nineveh.

While the Ministry of Communications statement says that anti-smuggling operations are carried out in cooperation with the National Intelligence Service, information indicates the intervention of balanced personalities from another "security apparatus" to conclude mediators that guarantee the restoration of smuggled companies, including the two prominent companies, according to the same smuggling mechanism that was in place. Before the last operation.

Among a list containing the names of about 20 companies that supply Nineveh residents with Internet service, "NAS" keeps a copy, anti-smuggling operations revealed that only 3 of the companies remained operating after smuggling towers were taken, which means that the vast majority were feeding their subscribers with contraband packages.

An Iraqi pledge brings promising results for oil prices

An Iraqi pledge brings promising results for oil prices

 2020/06/20

Shafak News / Sources told Reuters, on Saturday, that early rises in the trading session for oil came after Iraq and Kazakhstan pledged during a meeting of the "OPEC +" committee to better comply with the reduction of its oil production.

This means that restrictions imposed by the organization and its allies may deepen in July.

Oil prices had risen in a session on Friday, but retreated sharply from its early rise due to fears of a continuing outbreak of the Corona virus, which could hinder the recovery of the US economy.

Crude oil indices fell later to hit other assets, and retreated from session highs after the Boston Fed chief Eric Rosengren said more financial and monetary support to the US economy is likely to be needed.

Rosengren reiterated in his statements that he saw unemployment in the United States likely to be "at a double-digit level" at the end of 2020, and warned against reopening the economy very quickly after the closures aimed at containing the virus ended.

Concerns rose as Apple announced its intention to close down company stores as the virus spread further.

“It scared everyone in North and South Carolina,” said John Keldov, partner at the Energy Hedge Fund, AGENE, in New York.

Brent crude rose 68 cents per barrel to settle at 42.19 USD. While American crude achieved an increase of 91 cents, stable at $ 39.75 a barrel.

US crude rose 8.7 percent this week, while Brent rose 9 percent.

In a further indication of the market's recovery, Brent fell on Thursday, as the cost of oil for immediate delivery was higher than subsequent need, for the first time since March.

Usually high oil for immediate delivery indicates tightening of supplies and encourages stock withdrawal.

US crude stocks hit another record this week, but fuel stocks fell.

In an early indicator of future production, the numbers of US oil and gas platforms fell to a record number for the seventh consecutive week, dropping by 13 to 266 this week, according to data from energy services company Baker Hughes.

The Ministry of Electricity launches a warning: Our financial situation is dangerous ... and supply hours are at stake!

2020.06.19
The Ministry of Electricity launches a warning: Our financial situation is dangerous ... and supply hours are at stake!

Baghdad - people

The Ministry of Electricity has warned that it may face real difficulties in the file of sustaining stations and distribution networks, which could be reflected on the supply hours in the next stage.

The spokesperson and the director of the ministry’s information, Ahmed Moussa, said in an interview with “Nass” (June 19, 2020) that “there are many periodic and emergency maintenance work at the obstetric stations that the ministry needs to perform, in order to maintain the stability of the hours of electricity supply, but the ministry has not received So far no financial allocations. "

He continued, "Until the date of the nineteenth day of June 2020, the ministry did not receive a single dinar as public budgets, and we tried to inform the competent authorities and remind them that electricity is a matter of public service and has a direct contact with the life of the citizen, therefore a solution must be found and the release of its financial allocations."

He added, "All maintenance work that is currently taking place on conveyor lines and distribution networks is carried out with the help of the national cadres only, but we will need equipment to maintain the momentum, and the situation will not be continued in this way, we are dealing with equipment, tools and spare parts, and many parts can be stopped and need maintenance But with no expenses, this situation will cause confusion, which we have tried to convey to the supervisory authorities and we have submitted it to the Council of Ministers and Parliament. "

Concerning whether the ministry receives allocations according to a system in accordance with the custom, which is the delivery of the ministry monthly financial amounts equal to the amounts that were received by the ministry in the current month of last year, Moussa denied the arrival of any allocations to the ministry according to any mechanism and stressed, "We did not receive one dinar."

On the announcement of the US company GE on Wednesday (June 17, 2020) adding 1,000 megawatts to the national grid, Moussa said, "The total of what has been added is 500 megawatts distributed over Muthanna and Dhi Qar, and will contribute to improving energy in the two governorates, and will also increase national production in general." But the total of what was added is 500 megawatts, not 1000, and the ministry’s contract with the American company is already stipulating 1,000 megawatts, which we hope to reach. ”

Governorate by 18 hours and by 12 .. Why?

On the other hand, the ministry said that a number of factors determine the number of hours of operating energy that reach homes, after accusations the ministry faced to submit to pressure from local officials to transfer the shares of governorates to another.

While the supply in some governorates reaches 18 hours, other governorates hardly get 12 hours per day, which is a variation that the Ministry affirmed is related to "objective factors".

Moussa said that "the agreed distribution in the decisions of the Higher Coordination Council of the Provincial Councils does not recognize any distinction between the population in the governorates, but many factors determine the number of hours that reach homes in each governorate, including:

Efficiency of the distribution network within the same governorate, for example, there are areas in Baghdad that supply up to more than 20 hours, while there are other regions that are barely operated more than 10 to 12 hours, especially the areas east of the canal and Sadr City, such areas as the efficiency of the distribution network It is non-existent, because the network's age is more than 50 years, and therefore these networks do not need rehabilitation or support, but rather the entire reconstruction of the sector and the creation of new networks. "

He continued, "Among the factors that cause uneven processing hours from one governorate to another is the extent of the province's commitment to reducing losses, and this is also governed by several factors, including agricultural and random housing, and cases of changing the gender of the property from housing to a commercial mall, for example, a private hospital or laboratory." .

He added, "The law prevents us from entering the random and agricultural areas in order to organize them electrically and to include them in our preparation plans and organizing their loads, and thus collecting electricity from its residents, on the pretext that they are areas not included in the basic designs of cities. We, like the Ministry of Electricity, want to enter these areas and organize them, but the legislator We are not allowed, and therefore we repeatedly demand that these regions be adapted legally, and these loads vary between one governorate and another and thus this variation contributes to more hours reaching for governorates where the slum phenomenon is less, while fewer hours may reach another governorate.

 Karbala without electricity

The ministry attributed the decline in equipment in the Karbala governorate to a number of factors, including "negative impacts" on Al-Khairat and South Hilla stations.

The processing hours in Karbala decreased during the past two days, reaching in 4 neighborhoods a fire extinguishing time compared to two operating hours, while the current witnessed fluctuation in other areas of the governorate that record relatively high daily numbers of HIV infections.

Moussa said that "a number of reasons led to the decline that was observed in the hours of preparation in Karbala Governorate, among them the high temperatures, which negatively affected the work of obstetric units in Al-Khairat and South Hilla."

He added, "According to the request of the local government, there are two areas that are excluded from the plots in Karbala, which are the Holy Old City, as well as the area of Al-Khairat in which the generating station is located." 16 hours.

He added, "It is assumed that the electricity in the neighborhoods of Karbala, which are not excluded from the parts, will reach an average of two hours of operation in exchange for two hours of extinguishing."

And on whether the installation will continue at the threshold of two hours versus two hours, Moussa expressed his hope that the ministry will be able to supply the province with more hours during the coming period.

Bulldozer causing Wasit crisis

The Ministry of Electricity called on service departments in the governorates to coordinate with the ministry before starting service work, especially those that include drilling operations.

Responding to the reason for the sharp decline in energy supply in Wasit governorate during the past hours, Moussa said that "at six o'clock in the evening yesterday, Wednesday, the Japanese station in the governorate was subjected to a break in the main cables coming from Kut, due to drilling work carried out by civil excavators On the main street between Kut and Maysan. "

He added, "The interruption in the main capabilities of the Japanese station caused the electricity to be cut off from areas in Kut and part of the neighborhoods, including Al-Hakim neighborhood. We have repeatedly appealed to the municipalities and local governments in coordination with service agencies, including the Ministry of Electricity, to determine the paths and midwives of the power lines before embarking on any excavation work."

He continued, "The drilling process not only caused the cutting of the cables, but also the breaking of the water pipes connecting to some neighborhoods in the Al-Hakim regions, which made the work section very difficult, as we had to bring in water pumps and treat the pipes and then proceed to repair the cables."

The governor of Wasit, Muhammad Jamil Al-Mayahi, had sent a strongly worded message in which he called for an increase in his governorate’s share of energy, claiming that there are power stations inside Wasit, without his statement containing a reference to cutting the cables.

The ministry spokesman confirmed that "Wasit is currently being provided with between 14 to 16 working hours, but the operating hours are likely to increase."

He added, "There are also maintenance works on the first obstetric unit in Al-Zubaydia station, which was subjected to a technical exhibitor that lost about 500 megawatts, but the work is underway to repair it for two days, and the plant is likely to return to its capacity tomorrow, Saturday."

Moussa warned against the demands made by a number of local officials, such as those received by the governor of Wasit, and related to the so-called abolition of the frequency of transformational power stations.

Moussa said that "(Arco) devices are linked on stations to protect the system's situation from the dangers of public extinguishing, and the governor asked to cancel them from transformer stations, but canceling the oscillation exposes the system to complete collapse in all of Iraq, and therefore these are protection devices for the network, and we have tried to connect this Meaning to the conservative master. "

The ministry spokesman stressed that "the maintenance work will be completed tomorrow in the province, so that the supplies can reach 18 hours."

"Having a station in a governorate does not mean taking over its production!"

The ministry called on the governors and local officials in general, to abide by the decisions of the Supreme Coordination Council of the Provincial Councils, which set specific shares for each Iraqi governorate of electrical energy in line with the population, and to ensure equality between citizens.

A number of local officials and governors have been issuing annual invitations to the Ministry of Electricity to increase the shares of their governorates, sometimes reaching the threat of cutting off the power of the rest of the national network that feeds the entire country, claiming the existence of power generation stations within the lands of those governorates.

In his speech to "Nass", Moussa called on the officials of all governorates to abide by the stipulated shares stipulated in the meetings of the Higher Coordination Committee of the Governorate Councils, in which it was agreed that all governorates should abide by them.

He added that "the establishment of a generation station within the administrative boundaries of a governorate does not mean that the generation of this station will be allocated to that governorate alone. For example, most of the generation stations are located outside Baghdad governorate, can each governorate go to produce the station that is located within its administrative borders ?! And, in contrast, we also have stations in Baghdad with a capacity of 3000 or more megawatts, these stations are all part of the total generation of the country. "

He continued, "Electricity is a federal entity that is not affiliated with the local councils or with the governors, and its programs and plans for its central federal operation, in a manner that guarantees justice and equality between the Iraqis and in accordance with the agreement in the Supreme Coordination Council of the Provincial Councils."

Moussa stressed that "obstetric stations were established federally and that the distribution plan was done according to a federal plan and technical reasons. We also appealed to the provincial departments that they can spend from the budgets of the regions development in qualifying and dismantling the bottlenecks of some distribution networks, so that they can help the ministry at least in the peripheral and rural areas, except That there are governorates that are still exceeding other quotas, through excessive use, or a demand to raise the frequency of the transfer stations.

Back off in Maysan

The ministry explained the reasons for the decline in equipment in Maysan governorate during the past hours, while promising more hours of operation once the defect was fixed.

Moussa said in an interview with "Nass" (June 19, 2020) that "the old Amara station 400 Kaifi was subjected to a technical accident that caused the loss of (Al-Disi) at the station, which was quickly dealt with by the maintenance teams."

He added that "the accident caused the exit of 132 and 133 stations, which feed approximately 85 percent of the regions of Maysan, but was quickly re-equipped with two hours of operation compared to two hours of extinguishing."

He continued, "We will work to restore obstetric units and connect them to the network in the Bazerkan, but our cadres need some time to finish the reforms."

He explained, "The rate of supply in the governorate was close to 3 and a half hours of operation, compared to extinguishing two and a half hours, and this rate will return once the obstetric units return to the network."

Economy News _ Baghdad

Oil prices closed, on Saturday, on a rise during the tides and prices that were witnessed last week due to the continued spread of Corona virus, which was offset by the OPEC + cuts.
Brent contracts closed up 1.08% to 41.96 dollars, while US crude also rose to 39.47 dollars, up 1.57%.

The previous gains during the session came after Iraq and Kazakhstan pledged, during a meeting of an OPEC + committee on Thursday, to improve their commitment to reduce supplies. This means that the restrictions applied by the Organization of Petroleum Exporting Countries and its allies, within the framework of what is known as the OPEC + group, may rise in July.

During the past week, prices witnessed ebb and flow but remained close to $ 40, due to fears that the continued spread of the Corona virus, especially in the United States, which could undermine the economic recovery.

"I think the price would have been much higher if these fears were not from Corona virus, especially with OPEC's commitment to cut production," said Phil Flynn, chief oil market analyst.

He pointed out that engineering goods and services account for 90 percent of the $ 12 billion in Iranian exports to the neighboring country.
