Putin calls for neutralizing foreign terrorists returning to their country from Iraq and Syria
(International): Russian President Vladimir Putin on Wednesday called for the detection and neutralization of foreign terrorists returning home from Iraq and Syria.
At the 16th meeting of heads of security bodies, Putin called on the international community to stay away from double standards in the fight against terrorism. 
"We support an integrated approach to combating terrorism, spreading its ideas and financing illegal armed formations, and rejecting double standards in the policy of combating the main threat," he said. 

"The terrorists from Syria and Iraq have changed tactics and started to establish new bases in other countries in the region," he said, adding that "counterterrorism activities in Syria and Iraq have not yet destroyed the infrastructure and combat capability of terrorists.
