A banks assets include (mostly ) the loans it has on the books. Those are moneys DUE .  235T dinar backed by 0nly 9T in capital.  IS NOT really very good.  Some of those loans WILL default. A defaulted loan reduces capital.

Also the GOI  getting IMF loans is not a good thing either. Imf loans are made in SDRs AND will be repaid in SDRs with interest.  It is an action of last resort for Iraq. They need the money NOW and are mortgaging the future.
