This would be a good step in the direction of electronic banking.  Does anyone know if this is the first we have seen this kind of payroll distribution?

Good news for sure, they have started paying people electronically. Choppermike, I know I have seen articles that they wanted to implement this, but this is the first I have seen that they are paying people this way. "to pay the salaries of the staff of the ministry the way the mechanism."
