Ok, so are they saying that Maliki is free to form a coalition in spite of the fact that Allawi's group got the most? Does this mean that the determiniation of who has the right to form the government is suspended until Parliment meets and elects a Speaker? Anyone know enough to comment on what this is saying? First blush I am seeing this ruling as a delay.

Kent... I think it is saying the real politics are about to take place. I believe the blocs are going to start wooing each other to form the biggest bloc. How could this choice of election procedure been the best option when creating a new constitution? Seems like more of a Mafia turf war setup to me. Here come the Iranian influence folks..... I am hoping Allawi has a trick up his sleeve personally. He seems awfully confident which I think is good.

I have never really understood this kind of parlimentary system (like Israel). It seems like you only win the right to fight. From the statement above, if Maliki can go ahead and try to form a majority then you don't even win that. Strange, very strange.
