I am inclined to think this what needs to be done, they have a constitution, they have elected parties to represent the provinces so let them know right quick what needs to be done. Talaboni needs to call each one on the carpet and tell them to abide by the constitution or resign for not doing their jobs. Simple enough even a cave man could do it.

Who Does Talabani support: Maliki or Barzani?

After the meetings in Erbil, Najaf and Dukan, one thing became clear. Apart from the Patriotic Union of Kurdistan (PUK), every party is intent on unseating Nuri Maliki as prime minister.

Talabani and his party’s position on Maliki are not new. From the very beginning of this crisis, the PUK and its media have been supportive of keeping Maliki in his seat. On top of that, instead of being a part of the dispute, the PUK tries to play mediator.

It is said that Iran is pressuring Talabani, but that is not true. If there is any pressure, it is relative and applies to all parties. Iran is in touch with and has influence over all parties. So Talabani isn’t under anyone’s pressure. What he says is his own view and just happens to be in line with Iran and Maliki’s stance.

Talabani and Massoud Barzani have different views on Baghdad. All of Barzani’s efforts are to ensure Baghdad has no central power over the Kurdistan Region and the provinces. But Talabani, and even Nawshirwan Mustafa (head of Gorran), want a strong Baghdad that can organize the Kurdistan Region’s politics and keep them in check every now and then.

Unlike Barzani, who has built strong relations with Turkey, Talabani has no hope in Turkey. He might think that the attempt to unseat Maliki is a Turkish project which may not be in the interest of Kurds.

Now that there is a campaign to collect signatures for the removal of Maliki, the PUK is talking about potential threats to the presidency once the prime minister has been removed. But this is strange. If Talabani has already handed his resignation letter to Barzani, why is he now worried about losing his post? What is the value of the resignation in this case?

In reality, there may not be any threats to the president’s post and the PUK may only be using this as a way to ensure Maliki stays in power. Otherwise, all sides, including Turkey, have abided by the Erbil meeting which gave a list of conditions and an ultimatum to Maliki.

The Erbil meeting stated clearly that Talabani is the president of Iraq, not appointed by any regional state, and his post was Barzani’s condition for supporting the formation of Maliki’s government. This means that whatever new government might be formed in Baghdad, the president’s post is secure and the removal of Maliki has nothing to do with it.

Following the U.S. withdrawal from Iraq, the Iranian advice to Maliki was that Baghdad should remain strong so that Iraq’s federal nature could live on. With the president’s help, Maliki began acting on that advice.

Iran is using its “soft force” in Iraq to make sure the country does not disintegrate and that power does not concentrate in any one party’s hand, which in the future could pose a threat to Iran itself.

Iran wants to make another Lebanon out of Iraq and even Iraq’s oil policy is designed on their direction so that Iraq will never be a rival in the export of oil.

So, under no pressure, the PUK is supporting that point of view and even Talabani sometimes lets go of his powers to make sure this stance succeeds. The PUK does not want Baghdad to fail and, despite the pressure the Kurdistan Democratic Party (KDP) and others have brought on Baghdad, PUK MPs haven’t sided with the KDP. It was quite obvious when the PUK abandoned the KDP during the vote of no-confidence for Hussain Shahristani.

In the recent crisis, the PUK does not appear to be on KDP’s side at all, and that makes their strategic agreement questionable.

Here is an opinion piece I thought was interesting. I have a better understanding of Talabani's stance. An interesting one to be sure.
