Footer & Zig, I was listening to Historian on the GET Conference Call last night, if you are not familiar with Historian she says she has work with countries and large corporation's on these type of projects. I can't agree with you more Carrello on both Chapter VII and HCL, I'll add my 2 dinars worth in on the HCL for what that's worth. About a month ago Kurdistan dedication visit to Baghdad with Maliki all agreed to have 3 independent committees formed to work out all the problems on the HCL, Article 140 and Erbil. It took not even a full day for all 3 to hand a finial reports to Maliki, which he has not disclosed to the media...........now whats in these reports?........IMO its what Carrello is talking about.....an agreement on all 3 and its all about show and timing now. You are right REDsand, IMO, this is just some economists opinion based on last years budget. There are so many different opinions from economist on the euro problems, as an example. All they need is a vote but just a thought if they vote then they would need to publish it and wouldn't they need to fill in the new rate first? Timing could be everything.

No, the 5 year project started 5 years ago, 2013 is just an extension to complete the project should not hold up what we all want but we are not in-control either. We just wait and see but we should be real close.
