Jalal Talabani told the General Assembly’s annual high-level segment that the scope and nature of the crimes – including the so-called Bloody Wednesday explosions last month that killed around 100 people and targeted leading Government ministries in the capital, Baghdad – meant an outside investigation was necessary. “The Iraqi Government finds itself obliged to resort to the United Nations to protect its people and stop the bleeding of innocent Iraqis,” he said, calling on Secretary-General Ban Ki-moon to appoint a senior official “to evaluate the extent of foreign intervention that threatens the security and integrity of Iraq.” Once the commission has carried out its work, then a special international criminal court should be set up to try those accused of committing the crimes, he said. Mr. Talabani said the bombings and attacks in 2008 and 2009 had “reached the level of genocide and crimes against humanity subject to punishment under international law. “We believe these acts at this level of organization, complexity and magnitude cannot be planned, funded and implemented without support of external forces and parties and primary investigations indicate the involvement of external parties in the process.” The Iraqi President also called on neighbouring countries and other States to cooperate more with Baghdad “to control Iraq’s borders, exchange information, coordinate efforts, and prevent the groups that support terrorism and work against Iraq under any cover.” In his address Mr. Talabani also stated that Iraq has made important progress over the past 12 months, notably by taking greater responsibility for its own security and signing an agreement with the United States on the withdrawal of US troops. The most important immediate challenge will be legislative polls scheduled to be held across Iraq in January 2010, he said. “The success of these elections will put the current political regime based on democracy, pluralism and the peaceful transfer of power on the right path. Bashmakh border point closed until Friday20/04/2011 12:59 Sulaimaniya, April 20 (AKnews)- The general director for the Bashmakh border compound in the Kurdistan Region said the border crossing will get closed down until Friday due to the request by the Islamic Republic of Iran. Some Kurdish news websites reported Tuesday that the international border between Kurdistan and Iran will be closed down for three days as the Iranian President Mahmoud Ahmadinejad will visit Kurdistan. Mohammed Qaradakhi, the secretary for the Kurdistan Regional Government (KRG) Council of Ministers said his office has not been informed about Ahmadinejad’s visit. The media spokesman of the ministry, Karim al-Tamimi told AKnews that the ministry adopted a new mechanism for the advancement of the self-sufficiency file represented in importing new technologies that contribute in planting three million acres, in addition to what Iraq plants in which its results will be clear during the next planting season." "Agriculture ministry has developed an integrated plan to promote the rate of agricultural production and access food security level by access to self-sufficiency in agricultural products." The Ministry of Agriculture announced that the Iraq will achieve food security, according to an ambitious program that ends in 2015. Global food security is known as " the countries ability to produce most of its needs from food . The Iraqi government has allocated funds to address the agricultural sector and drought, the Higher Committee for the agricultural initiative has developed several fields to promote the agricultural reality distributed among water irrigation, agricultural land, plant production, animal production and agricultural lending. The Iraqi Ministry of Agriculture launched a project to combat drought and reduce its impacts on the agricultural situation that ends in 2015. Mohammed Tawfik Allawi said during a press conference held today in Babil province that the Ministry of Communications has completed all actions required to exempt completely the citizens from the debts. "We are waiting the formal decision of the Council of Ministers to end all the debt of phonelines since 2003 until the present time." "80,000 landline in Babil will be operated during this month according to the modern system of HDN in the province while the currently found lines operate according to the old system TDN." "The Ministry agreed with the local government in Babil to share the cost of the project to provide Internet service to all citizens, through the YPAI network that will start soon," noting that "the e-government in Babil will be linked to the network of the federal government in Baghdad." "The ministry agreed about the construction of unified complex for communications in Babil where the provincial government allocated a land of ​​10,000 square meters for this purpose. The ministry is keen to build housing complexes for its personnel in all Iraqi provinces, including Babil."
