  1. My suggestion is buying pre 65 coins, but not the collectible type, just run of the mill older coins since they were silver and will be much easier to sell. I bought some by the pound. There is so much advice out there, but its all biased on who is trying to sell you what.

Partly this rule came about because people who were rich, but had to go into long term care, like medicare, would gift all their posessions (even house, accounts) to their children and then let the state pick up the tab for the long term care which can cost in the hundreds of thousands over time. Nowadays, there is up to a 3-5 year look-back to see that someone doesnt try to 'scam' the state this way, and anything over that 13,000 dollar gift is thus taxable to the recipient.
