TonyDownTheShore
* Maliki’s coalition refuses to pull the oil law and Barzani’s statements to export the crisis September 9th, 2011 06:37 am · Posted in NEWS (Iraq & World Currency) BAGHDAD – Uday Hatem: the rejection of the «coalition rule of law», led by Prime Minister Nuri al-Maliki asked the Kurdish regional President Massoud Barzani, to withdraw the draft law of oil and gas provided by the Government to Parliament recently, saying his goal of «export an internal crisis» in the region. A day after the government accusing Barzani as «is trying to build an economic dictatorship» and «Minister Kurds were subjected to deception», called the Kurdistan Regional Government headed by Barham Salih, who will visit Baghdad in the coming days, the central government withdrew the draft law of oil and gas. But the «coalition rule of law» refused to do so wondering: «Where was the authority to Barzani, the region or to the Government to impose the dictates and demands on the federal government». The MP said Yassin Majid told «life» that «the accusations made by Barzani’s sudden and dramatic surprise», indicating that «what is most surprising that these accusations came with the imminent visit of a delegation of the county government for Baghdad». He stressed that «the charges do not represent an option to resolve the crises and we hope the Barzani that his accusations are not to export an internal crisis». And the draft law of oil and gas, said that «the Council of Ministers and the presidency are the bodies are the only Almjultan constitutionally to submit draft laws», pointing out that «the law discussed in the presence of Minister of Kurds, will be presented to Parliament and can be discussed, amended or even rejected, and this is the right way. The demand that Barzani withdrawal of the project, it is where he got the authority to demand such things, and whether he or the Government of the Territory the authority to impose a diktat on the central government ». On the reason for rejection of the coalition draft law of oil and gas in the possession of the Parliamentary Committee explained that «this draft, the distribution of powers and the oil ministry on the region and the provinces and this means that the provinces and the region is responsible for oil contracts and other investment and this is not possible». Revealed «The existence of an agreement between Allawi and Barzani to pass this copy». The Council of Ministers announced in late August last endorsement of the draft «draft law of oil and gas» and decided to transmit to Parliament. He said Congress «Iraqi List» Barzani’s remarks «an attempt to blackmail the government and to achieve additional gains at the expense of the rest of Iraq by playing on political differences». The MP said Ahmed al-Alwani in a press statement: «We will not allow the government to extort them, despite differences http://translate.google.com/translate?sl=ar&tl=en&js=n&prev=_t&hl=en&ie=UTF-8&layout=2&eotf=1&u=http%3A%2F%2Fwww.babnews.com%2Finp%2Fview.asp%3FID%3D44590

RVDinar4MyFamily
The law is in trouble, just as it has been in the past. Maliki is trying to push through what his coaliton wants, but it is not in accordance with the erbil agreement with respect to the Kurds. The Kurds have threatened, and will follow through on their threat, to walk out of parliament if the law is not change to reflect what was promised. The Iraqia list (Allawi's bloc) has sided with the kurds on this issue, probably becasue Maliki has also not followed through on the part of the Erbil agreement with respect to the NCSP, and the security ministry going to the Iraqia list. Thsi should not come as to big of a surprise when it comes to the HCL, this law has been in the works for over 6 years now, and because of the secretarianism between all the different religous factions in the country, it will be a difficult law to get passed. Maliki has screwed over everyone he made deals with except Sadr. He is more and more starting to look like a dictator, and that is not going over well with the other blocs.

Will Maliki change some things in this bloody HCL or will insists on last edition. Those Iraqi's. You can always expect unexpectable.
RVDinar4MyFamily
RVDINAR ... thanks for good explanation; what is next step. Will Maliki change some things in this bloody HCL or will insists on last edition. Those Iraqi's. You can always expect unexpectable. The Kurds have said they want the law changed in committee before the final reading or they will walk out and note vote, if there are not enough votes, the law will fail and the whole process starts over again. Maliki is going to look really bad and could have some major issues if he does not meet the demands of the the other blocs. Remember, he is PM because of the Erbil agreement, and just as the Kurds gave him enough votes to get there, if the join the Iraqia list in vote of no confidence, they will be the deciding vote in that too. I personally have always thought that Maliki would eventually back down and finally follow through on the Erbil agreements, but so far he has proven to be more stubborn then my 2 nine years olds.
