منذ سقوط النظام السابق ورغم مضي ثمانية اعوام على هذا الحدث التاريخي لم يتمكن المشرعون العراقيون من إقرار قانون خاص باختيار علم ونشيد وطني جديد للبلاد ,حيث ما تزال عملية تغيير علم البلاد الحالي ونشيده ,إضافة الى الشعار الجمهوري الرسمي عملية مؤجلة حتى اشعار اخر ,بل ان برلمانين سابقين مسبوقين بمجلس حكم انتقالي لم يتوصلا الى إقرار قانون جديد بذلك ,حتى الدستور الجديد للبلاد ترك الأمر مفتوحا وعلى عاتق أعضاء مجلس النواب . وبالرغم من ان مجلس الحكم السابق الذي تشكل بعد سقوط النظام السابق قد انتبه الى ضرورة استبدال العلم الحالي بعلم آخر جديد ,حيث تم اختيار علم جديد وقتها الا ان حملة التحريض الاعلامي من قبل جهات واطراف سياسية كانت مناوئة للوضع في البلاد بعد التغيير ,اضافة الى دعم بعض دول الجوار وتغذيتها للعنف في العراق قد صعد من الانتقادات والرفض لشكل العلم الجديد في وقتها وتأثر البعض بأجواء الدعاية المسمومة التي قوبل بها اختيار شكل العلم وقتها وتماديها الى حد اتهام صاحب التصميم بانه عميل اسرائيلي وان شكل العلم مستوحى من العلم الاسرائيلي الحالي وهي اتهامات وتوجهات وان كانت في الواقع سطحية وساذجة الا انها دفعت بعد ذلك وبسبب عدم ملائمة الظروف والاوضاع في وقتها الى الغائه مع الابقاء على العلم السابق مع إحداث تغيير بسيط فيه من خلال حذف النجوم الثلاثة فيه والابقاء على كلمة (الله اكبر) فيه كحل مؤقت لحين اتخاذ قرار بشان اختيار علم جديد للبلاد وهو القرار الذي ما يزال مؤجلا حتى إشعار اخر رغم أن الظروف والأوضاع السياسية الحالية تبدو مهيأة للشروع في استبدال العلم الحالي بعلم جديد يكون أكثر تمثيلا لهوية البلاد الوطنية وتعبيرا عن ثقافات وخصوصيات مكوناتها ويعكس رغبة الكتل السياسية في البلاد في إزالة آثار الماضي المؤلم المرتبط بوجود هذا العلم الذي لا يحمل أية تعبيرات عن هوية خاصة بالعراق ,بل كان مرتبطا بمشاريع وتوجهات لم تكن يوما الود لشعب العراق بمختلف اطيافه ومكوناته ,حيث تحول العراق الى ضحية لهذه التوجهات القومية المغالية في مشاريع الضم والمحاور التي ارادت ان تجعل من العراق تابعاً اقليمياً لها وبندقية للايجار تنطلق لتدمير دول الجوار وشن الحروب تحت ذرائع الماضي وعقد التاريخ المصطنعة ,بل ان هذه البنادق والمدافع استدارت لاحقا لتضرب مدن كربلاء والنجف وحلبجة والسليمانية واربيل والبصرة والعمارة وتهدم منائر ضريح الامام علي (ع) وولديه الامامين الحسين و العباس (ع). ان اختيار الرموز الجديدة للعلم العراقي امر ليس بالصعب والمستحيل ولا يستحق كل هذا التأخير ,خصوصا وان هناك مسابقة دولية بهذا المجال وهناك إنباء عن تسلم لجنة الثقافة والأعلام في مجلس النواب لعدد كبير من الشعارات الخاصة بالعلم الجديد ما يدعو لمطالبة مجلس النواب لمناقشة هذه الشعارات والرموز ,خصوصا وان الفصل التشريعي الحالي مزدحم بالكثير من القوانين والتشريعات التي ستأخذ وقتا طويلا من عمر مجلس النواب وربما سيتم ترحيل بعضها الى الدورة القادمة لمجلس النواب وكما حصل مع الدورة السابقة ,اضافة الى انه ينسجم مع مطلب الدستور العراقي الذي نص على استحداث قانون خاص بتشكيل علم وشعار جديد لجمهورية العراق.ان عملية اختيار الشعار الخاص بعلم الدولة الجديد يجب ان تراعى فيه الهوية الثقافية والوطنية لمكونات البلاد وعبر استحضار الرموز الخاصة بعراقة حضارة وادي الرافدين وهو ما تم تجسيده بشكل واقعي في العلم الخاص بجمهورية العراق بعد ثورة الرابع عشر من تموز من العام 1958 عندما استحضرت فيه كافة العناوين الثقافية الخاصة بمكونات العراق ,إضافة إلى إن شعار الجمهورية كانت تمثل فيه وبوضوح الرموز الخاصة بمكونات وأطياف الشعب العراقي ما جعل منه علما وطنيا لا غبار عليه ,إضافة إلى بساطته ووضوحه.
