Oil official denies sale of oil to the United States at a reduced price

Discounts because of oil "quality" and transport allowances? Meaning, if it's hard to get it to a country, they give them a discount? Hardly makes sense. Plus, WTF is oil "quality"? The drums they put some of the oil in had dirty insides and contaminated the crude? I just don't see that as a trustworthy explanation. Sounds more like making up some B.S. to keep from revealing any possible truth to giving us a discount in oil because of the RV.
