[/b] IMO if Iraq wants to avoid serious penalties for defaulting on contractual debts that they owe then they will have it done before 2011. Many other positive signs do exist that they are heading in the direction. GOI may take to 2011 but an rv can happen without the GOI in place. Be strong, and have faith.
