Al-Halbousi said in his speech during the meeting, that Iraq will present during the meetings of the International Parliament an emergency clause to demand the preservation of Iraq's sovereignty and to stop the attacks and interference in its internal affairs to obtain international support.

The House of Representatives, in its third session of its second legislative term, which was held today (October 8, 2022), chaired by Muhammad al-Halbousi, Speaker of the Council and attended by 198 deputies, discussed the Iranian bombing in the Kurdistan region of Iraq and finished reading three bills.  

  

Here is the text of the details:  

At the beginning of the session, Al-Halbousi congratulated the Iraqi people on the anniversary of the Prophet's birthday, calling for his memory to be a starting point for disavowing division and differences, and for it to be returned to the Arab and Islamic nations in Yemen and blessings.  

  

Then, Nadia Muhammad Jabr Kambash, Karim Hussein Aliwi, Saud Saadoun and Hussein Moanis Faraj were sworn in to become a member of the House of Representatives.  

  

In the same context, Al-Halbousi clarified that six of the replacements have not yet submitted a request to the parliament to take the constitutional oath.

In their interventions during the session, part of which was chaired by Mr. Mohsen Al-Mandalawi, First Deputy Speaker of Parliament, the deputies stressed the condemnation of the Iranian and Turkish bombing inside Iraqi territory and the need to provide government support to the victims of the Iranian bombing and compensate them for the damage they suffered, and to demand the Iraqi government to open dialogue with the Iranian and Turkish sides and confirm On the principle of respect for good neighborliness and prevention of continued violations of Iraqi sovereignty.  

  

For his part, Shakhwan Abdullah, Vice-President of the Council, noted the completion of the work of the two investigative committees formed regarding the bombing of Erbil from the Iranian side and the bombing of Turkish artillery after they held extensive meetings with the concerned authorities and issued recommendations that will be presented to the Council for a vote, stressing the importance of the federal government having a clear position. It bears its responsibilities towards all violations.  

  

For his part, Al-Halbousi announced that Iraq would present at the upcoming IPU meetings an emergency item to demand the preservation of Iraq's sovereignty and to stop attacks and interference in its internal affairs to obtain international support, directing the Security, Defense and Foreign Relations committees to investigate the events of the Iranian bombing in coordination with the relevant ministries and authorities, in addition to To direct the Parliamentary Finance Committee to host the Ministers of Finance and Planning and the advanced cadre to follow up on the procedures of the Food Security Law and the problem of funds allocated to projects.  

  

The President of the Council set next Tuesday as a date to host the Ministers of Agriculture and Water Resources to discuss the agricultural plan, marketing of crops and water scarcity.  

  

On the other hand, the House of Representatives completed the first reading of the bill to address residential abuses submitted by the services, construction, legal and financial committees to address residential abuses on state-owned or municipal lands within the limits of basic designs before the date of this law’s entry into force and to correct the legal status of transgressors by leasing them the lands they exceeded by creating a role residential and for the purpose of preventing abuses on real estate belonging to the state and municipalities within the limits of the basic designs of cities and removing the abuses that have been obtained and establishing a fund to finance projects for the development of informal labor pools covered by development.

The Parliamentary State Law bloc is resentful of the 'random housing' law: We reject the current formula

On Sunday, the Parliamentary State of Law coalition expressed its dissatisfaction with the "random housing" law.   

  

  

  

  

The coalition stated in a statement received by "Nass", a copy of it, (October 9, 2022), that "in the context of its firm position on the rights and demands of all segments of Iraqi society, the Parliamentary State of Law bloc expresses strong rejection of the proposal to rent slums to their residents within the housing treatment law." He added, "We recall that we have registered our opposition to that draft, from the beginning, and we will be one of the strongest opponents of passing the law in its current form."   

  

He pointed out that "our basic demand, imposed on us by our principles and our absolute belief in social justice, is a necessity and these areas must be owned by their residents, especially since the majority of them have limited daily income."   

  

He continued, "We renew our pledge before these oppressed segments that we will work to organize these areas in a manner that serves the interests of citizens and provides them with adequate services, and this is a constitutional right for every Iraqi. We also pledge our proud people not to vote on any law or decision that harms citizens."   

  

On Saturday, legal expert Ali Al-Tamimi spoke about the draft law on addressing housing abuses.  

  

Al-Tamimi said in a legal clarification given to “Nass” (October 8, 2022): “The name of the law needs to be replaced, as if it is (the titling of real estate infringed upon),” adding that “the law differentiated between those who established residential homes and transgressed the state’s lands. Or state departments before 12/31 in 2016, and after this date, the law applies to occupants before 2016 and does not include what comes after according to the national program of the Ministry of Planning.    

  

He stressed that "this differentiation was not justified by the large number of slums that need treatment after 2016".     

  

He continued, "I do not see a justification and necessity to legislate this law at this difficult economic and political stage, and it will greatly affect the poor and have a negative impact on the general situation."    

  

He pointed out that "the law necessitated the presence of a specialized committee consisting of the minister or the head of the entity that is not affiliated with a ministry. It decides on requests and estimates rent allowances according to the prices of their counterparts, and this is difficult for real estate occupants to pay such amounts."    

  

Al-Tamimi also confirmed that “when the occupants do not pay, the construction is removed without compensation, and the first was to compensate the occupants with the value of the constructions owed to be removed,” noting that “it would have been preferable for this committee that follows up on requests for ownership headed by a judge in each appeal area.”    

  

And he added: "Article 11 of this law says that the occupant of the property, after the end of the 25-year period and he pays the rent in it, owns the property at its value at the time of ownership, and calculates from its price the rent that was paid... OK, and if the rent amounts are more than the value of the property, and real estate Those occupied after 12/31 of 2016, are subject to the Revolutionary Council Resolution 154, devoid of imprisonment, including the necessity of eviction, and removal of abuses, although the draft law canceled the above decision but kept its procedures.    

  

Al-Tamimi said, “The Cabinet Law imposed fines on violators, and I do not know why the law did not specify them.” He continued, “These procedures are difficult for the occupants of the poor, especially for their occupants after 12/31 of 2016, and I think that he needs to be careful in his legislation at this stage.”    

For her part, a member of the House of Representatives from the Sadrist movement, Inaam Al-Khuzaie, said, "The slums law was chosen very carefully with the Mineral Investment Law, which will allow minerals to be invested and sold, and the Public-Private Partnership Law, which will determine the shape of the Iraqi economy in the next stage and who owns the public sector or The private sector, and the risks that it entails, open the door to the foreign investor at this critical time.”  

  

And Al-Khuzaie added, in a statement that "People" received a copy of it, "the Iraqi street will be preoccupied with the slum law, without paying attention to other laws, despite their importance to Iraq's economic present and future."    

  

She added that in general, we find that the slum law has a number of negatives, the most important of which are:    

  

1- The law did not specify the mechanisms for servicing slums after collecting the rent allowance, and the first was to allocate rental revenues to serve slums.    

  

2- The enforcement of the law may increase the control of some parties in return for a symbolic rental fee.    

  

3- The large number of administrative formations to be named to regulate the implementation of the law may expand government slack and increase opportunities for corruption in evaluating slum rents.    

  

4- The current time is not appropriate for the adoption and implementation of the law, given the current economic situation and the spread of poverty and deprivation among the majority of slum dwellers.    

  

5- Iraq does not have a legitimate government to implement the law, and the caretaker government is not expected to implement half of the provisions of this law, especially those related to punitive measures and penalties against violators.    

  

6- The law disrupts the role of the state in finding suitable alternatives for slum dwellers and prolongs the current situation indefinitely... and it evades responsibility.    

  

Al-Khuzai concluded by saying, "Finally...where are the previous governments' promises to find suitable residential neighborhoods for low-income people, so is it reasonable to own plots of land with symbolic wages for influential groups in successive Iraqi governments and punish the poor, orphans and the needy with such a law that did not take into account them and did not address their ownership of a few meters in their homeland."

Hakim Al-Zamili criticizes the “random housing” law: the Zizi division

She indicated that the number of attendees was 198 deputies, and the constitutional oath was taken for the alternate deputies, who are:    

1. Karim Hussein Alawi Suhail Al Saray    

2. Nadia Muhammad Jabr Kambash Al-Aboudi    

3. Saud Saadoun Ali Saleh Al-Saadi    

4. Hussein Munis Faraj Abdel Reda    

  

Subsequently, the department announced, "The council has started discussing the Iranian bombing of the areas of the Kurdistan region."    

  

She pointed out that "the council began the first reading of the bill addressing housing abuses."    

  

And she continued, "After that, the Council began reading the draft investment and gas law, a first reading."    

  

And she indicated, "The council also started the first reading of the draft social security and retirement law for workers."    

  

The Council adjourned its session to next Monday (10 October 2022).

Al-Maliki storms the debate on the “random housing” law with a tweet and calls for reconsideration

The leader of the "State of Law" coalition, Nuri al-Maliki, announced on Sunday his rejection of the "random housing" law proposed in Parliament.  

  

 

Al-Maliki indicated in a blog post, followed by "Nass" (October 9, 2022), that he "supports his previous project, which includes building slums at the expense of the state, and owning it to its residents instead of imposing wages on them."

Sabah Al-Saadi attacks the "random housing" law: beating the drums for early elections

The leader of the Sadrist movement, Sabah Al-Saadi, attacked, on Sunday, the random housing bill, which was read by the House of Representatives yesterday, Saturday, for the first reading.  

  

 

  

In a blog post followed by "Nass" (October 9, 2022), Al-Saadi promised the law "repeated electoral propaganda, and the drumming of early elections."
