{Baghdad: Al Furat News} The first session of the investigative committee in the electricity sector was chaired by the first deputy speaker of parliament, Hassan Al-Kaabi, today, Monday, in the presence of a number of government regulatory agencies to uncover corruption in the Ministry of Electricity.

 

Al-Kaabi said during the session, according to what was quoted by his media office, that "despite the fight against corruption, we have yet to see the recovery of smuggled money and no corrupt entry to prison, and this is absolutely unacceptable to the Iraqi street."

He added: "The electricity sector was spent more than the allocations of other ministries, and we have not witnessed any development in this sector until this moment."

He continued that "the representation of the Integrity Commission and the Financial Supervision Bureau added a transparent and neutral oversight dimension and ended accusations of political targeting."

And Al-Kaabi said that "the Ministry of Electricity should work with a clear vision, which is approved by the parliament, and implemented within 5 years, and not affected by the change of ministers ... and any defect that occurs, those concerned will be held accountable." is over

Parliament Speaker Mohamed Al-Halbousi has formed a committee to investigate the contracts of the Ministry of Electricity, due to the continuous deterioration in the electrical system.
According to a statement received by Al-Sabah, a copy of it was directed by the Speaker of Parliament, Mohamed Al-Halbousi, to form an investigation committee headed by the First Deputy Speaker of Parliament, Hassan Al-Kaabi, to scrutinize and investigate the contracts of the Ministry of Electricity from 2006 to 2020, the extent of their conformity with the laws and regulations in force, and the rates of financial and actual achievement for each project.
The statement added that the committee will indicate the percentages of deviations in those projects, if any, the reasons for not entering into implementation, the measures taken against those who waver, and the extent to which these projects achieve the public interest.
The statement indicated that the committee has the authority to request documents and information and to summon any person concerned to testify.
He pointed out that it includes in its membership the Chairman of the Parliamentary Energy, Energy and Integrity Committee, the Services and Reconstruction Committee and the Economy and Investment Committee as well as the Chairman of the Financial Supervision Authority, the President of the Integrity Commission and the Director General of Investigations in the Integrity Commission.
To that, a statement of the Office of the First Deputy stated that, "Today, Monday, Al-Kaabi chairs an expanded meeting to investigate and audit all contracts of the Ministry of Electricity."

According to the parliamentary order formed on 11/7/2020, Hassan Al-Kaabi set the date for the first meeting of the investigative committee on Monday, July 13, 2020 at one o'clock in the House of Representatives to investigate and audit all contracts of the Ministry of Electricity from 2006 to 2020, for this purpose.

A statement issued by Al-Kaabi office confirmed that "the session was held in the presence of a number of heads of the concerned committees, the head of the Financial Supervision Bureau, the head of the Integrity Commission, the director of investigations in the aforementioned body, and a representative of the public prosecution after the approval of the head of the Supreme Judicial Council and the media."

For his part, Rep. Raad Al-Dahlaki, Chairman of the Labor and Social Affairs Committee, praised the decision of the House of Representatives to form a committee to investigate the contracts of the Ministry of Electricity, while expressing his confidence in the Chairman of the Committee, First Vice-President of the Council, Hassan Al-Kaabi, in reaching the reasons for the delay in the service of the electric current that the citizen has suffered for many years.

Al-Dahlaki said in a statement, "We pay tribute to the parliamentary committee formed by the Speaker of the Parliament to investigate and audit the contracts of the Ministry of Electricity from 2006 to 2020."

For his part, Ghaleb Muhammad Ali Shukr, a member of the Parliamentary Oil and Energy Committee, said, "The formation of a parliamentary committee to investigate the contracts of the Ministry of Electricity from 2005 to 2020 headed by the First Deputy Speaker of Parliament, and membership of a number of heads of parliamentary committees."

Shukr adds in an interview with Al-Mada that "the problem of the electric current crisis is not immediate, and the current government cannot bear it, but it started from the year 2005 until this moment." Dollars that included the purchase of power stations, and fuel. "

The media office of Prime Minister Mustafa Al-Kazemi said in a statement that the latter directed the activation of all electricity projects, especially the agreement concluded with the German company Siemens, during a meeting held with the ministers of electricity and oil, devoted to addressing the current electricity crisis.

Al-Kazemi stressed that the electricity file is one of the most important challenges facing the work of the current government, noting that past periods saw billions of dollars being spent on this sector, enough to build modern electrical networks, but corruption, financial waste and mismanagement prevented the treatment of the electric power crisis in Iraq, to continue the suffering of citizens, which is exacerbated in the summer months.

Al-Kazemi indicated that the previous ministry had not undertaken projects related to electricity maintenance, which has exacerbated the problem of electricity, especially in this economic and financial circumstance that Iraq is experiencing due to the collapse of oil prices globally as a result of the effects of the Corona pandemic.

He explained that the government is determined to address this file through the implementation of plans to develop production sectors, as well as standing at the joints that stand in the way of advancing the reality of electricity, and blocking all the outlets of corruption in this important vital sector. 

In turn, Hisham Al-Suhail, head of the Parliamentary Bloc, welcomed the formation of a parliamentary committee to investigate electricity contracts, noting that we "support the move of Parliament Speaker Mohamed Al-Halbousi to open and investigate files of corruption since 2003".
