Said Chairman of the Committee writing Iraq's Constitution, Sheikh Humam Hamoudi "article [140] on resolving differences in the disputed areas is written political and not legal drafting.

Information Office quoted Shaykh Hafiz Ehsan said Thursday that "this article written by political, not legal when the Constitution was drafted, there are many complexities and entanglements and mines, requires serious thinking way and another method to resolve this problem."

"The threats and the mobilization of forces against each other, is not a solution but the solution lies in using the method of democratic dialogue, aimed at preserving the country's unity and national sovereignty and stability and civil peace and social equilibrium."

The Chairman of the Committee on Foreign Affairs, stressed that "the Parliamentary temporary solution is to form a joint security management between Baghdad and Arbil," adding that "the Government troops from the Iraqi army did not breach the laws and conventions and is in the context of its functions".

He warned Islamic Supreme Council leader "turn this issue into a personal problem that will lead to deeper divisions and undermine security and stability."

Article [140] of the Iraqi Constitution to:

First: the Executive authority shall take the necessary steps to complete implementation of the requirements of article [58] of the law of Administration for the State of Iraq for the transitional period, with all its paragraphs.

Second: the responsibility of the Executive power in the Transitional Government, as set out in article [58] of the law of Administration for the State of Iraq for the transitional period, and continue to the Executive Authority elected under this Constitution, to complete full [normalization, census, ending with a referendum in Kirkuk and other disputed areas to determine the will of their citizens] up to 31 December 2007.

Kirkuk is the most disputed areas, addressed by article [140] of the Iraqi Constitution, while the Arabs and Turkmen to claim the joint administration of the province, the Kurds seek to attach to the Kurdistan region.

And Kirkuk and the disputed areas of tension between the Federal Government and the Kurdistan Regional Government against the background of the formation of Tigris operations and movements in these regions and the corresponding military build-up of Peshmerga forces.

Baghdad and Kurdistan held a series of security meetings about security management mechanism in those areas but had not reached agreement so far
