Add 000 to the end of those figures, so yes some budgets are literally in the trillions of Dinars. And you are right, the Government do it just to save space on the page. That's a lot of paper!

This site has posted a translation of the 2018 and 2017 total budget expenditures for Iraq's ministries. The source is included below the chart. Interesting to see such a huge increase in spending for Electricity and other core infrastructure, as the war against ISIS winds down. However, this seems to be mostly paid for by the massive cuts to Kurdistan's funding. Cuts to the interior and defence may be premature, as well as to the PMF. I could see this backfiring, especially if the PMF have the option of just looting instead. LINK
