Residents say little has changed for the better in the eight years since Saddam Hussein was overthrown. Some complain the situation is worse because government-provided food rations are being cut, leaving the poorest families unable to feed themselves properly. There is also growing disillusionment with politicians, both on the local council and in Baghdad, widely accused of enriching themselves while doing nothing for the masses. "We see the politicians on television awarding themselves US$100 million [Dh367m] to buy armoured cars for their safety, yet we get nothing," said Rashid Abd Ali, an unemployed man who took part in the protests. "We protested today and we will keep protesting until the government listens and takes action," said Mr Ali, who has eight dependents. Influential Islamic scholars used Friday prayers to convey a similar message, warning Iraq's politicians that, while elected, they should not consider themselves immune to the kind of popular demonstrations seen in Tunisia, Egypt, Yemen and Jordan. "All governments, even democracies, must study the main reasons that have led to this public anger against their regimes, which started in Tunisia," said Abdul Mahdi al Karbalai, a representative of Grand Ayatollah Ali Sistani. "A lot has changed in Iraq ... but there is no social justice," he said. The revolt in Hamza reflected nationwide anger at service shortages and perceived government failures, said Karima al Jawari, an MP with the Iraqiyya bloc. She warned that unrest could rapidly spread nationwide and, with protests in the Husseineyah district of Baghdad, also over poor services, there were indications that the process has begun. "Iraq is boiling and it could blow up at any moment," she said. "There needs to be a rapid response to these issues, jobs need to be created and there must be fast improvements in public services, otherwise Iraq will see revolution. "The people are sending their message to the prime minister, to Ayad Allawi [iraqiyya's leader] and all of the politicians that we must pay immediate attention to their needs." In Diwaniya, a local university professor, Nidal al Sarmad, who also took part in the protests, said anger towards the government was "swelling in the chests of Iraqis" and that a nationwide revolution was "close at hand". "The people feel they have been deceived, they are frustrated," he said. "The change the Americans brought has brought us a new set of thieves, a new set of dictators, not justice and freedom." Opponents of Nouri al Maliki, the prime minister, have accused him of destroying Iraq's fledgling democracy after taking over control of previously independent institutions, including the organisation charged with running national elections. He also retains personal control over the ministries of defence, interior and national security, as yet failing to appoint ministers to these positions. They're snapping up old, defunct Zimbabwe bank notes, most notably the one hundred trillion Zimbabwe dollar bill, as an economic souvenir. The one hundred trillion Zimbabwe dollar bill, which at 100 followed by 12 zeros is the highest denomination, now sells for $5, depending on its condition. That bill and others -- among them millions, billions and trillions, were abandoned nearly two years ago, when the American dollar became legal tender in the hopes of killing off the record inflation that caused all those zeros. "I had to have one," said Janice Waas on a visit to the northwestern resort town of Victoria Falls. "The numbers are mind bending." She got her so-called "Zimdollar" in pristine condition, from a street vendor who usually sells African carvings. "It's perfect if you like puzzles, calculus and things like Rubik's Cube," she said. Janice's husband Thomas Waas, a physicist and engineer from Germany, said if the population of the world is 7 billion people, every single person could be a given thousands of old Zimbabwe dollars from this single 100 trillion note. Janice Waas said Westerners were buying the bills for their curiosity value. An Australian wanted one to display in his local bar back home. Street vendors said visitors had been so intrigued by the Zimbabwe bills that they were now running out of them, two years after a power sharing deal between longtime ruler President Robert Mugabe and the former opposition leader, Prime Minister Morgan Tsvangirai, made the old currency redundant. Visitors from countries familiar with hyperinflation, such as the Congo and other impoverished states in the region and in South America, showed less interest in the highly marked bills. Instead, most bought curios and artifacts, said vendor Lloyd Phiri, speaking on his mobile phone in Victoria Falls. At the height of Zimbabwe's economic meltdown in 2008 when Zimbabwe's world record inflation was running into the billions in percent annually and prices were climbing each hour, the 100 trillion bill scarcely bought a cart of groceries. Teachers reported the printing of bank notes from millions to billions and then trillions skewed their pupils' sense of numeracy, making them fail to grasp the realities of numbers. On one geography field trip, students scoffed at being told granite rocks swept over Zimbabwe by ancient glaciers were 700 million years old. That time frame seemed insignificant. Back then in 2008, 700 million Zimbabwe dollars bought a loaf of bread. Scientists and physicists estimate the number of atoms in the universe at 10 to the power of 80 -- 10 followed by 80 zeros. During the worst of Zimbabwe's economic meltdown and hyperinflation, Zimbabwe's highest money denominations were logged at 10 to the power of 25 -- 10 followed by 25 zeros. The central bank then sliced off several zeros, but large transactions were still calculated in quadrillions (15 zeros) and quintillions (18 zeros) until the demise of the local currency. High on the priority list for a cabinet headed for a second term by Prime Minister Nuri al-Maliki is Iraq's ambitious goal to become a top oil producer and exporter by tapping vast oilfields for the money needed to reconstruct a one-time pariah state torn by war before and after Saddam Hussein's fall. Maliki will rely on former Oil Minister Hussain al-Shahristani, now elevated to deputy prime minister with responsibility for the entire energy sector, to continue his work with global oil companies to push Iraq's crude production to world-class levels. WHAT COMES NEXT? * Lawmakers will be pressed to pass a long-awaited hydrocarbons law and new investment laws that carry at least some of the protections foreign investors are looking for before plunging into a nation just emerging from war. * After nine months of limbo, the new government must pass a 2011 budget as soon as possible. The initial spending plan before lawmakers, based on oil at $73 a barrel, sees a $12 billion deficit. * Maliki has not decided on permanent ministers for sensitive security posts -- defence, which controls the army; interior, which controls the police; and national security. Officials said Maliki lacked qualified, independent candidates. * Progress on services will be an important factor in public acceptance of the new government. Iraqis frequently complain about intermittent electricity, water shortages and insecurity. "The new government will not be allowed the luxury of taking months to form a plan and years to implement it. People want fast solutions for the provision of social services and addressing the challenge of security," said Eman Ragab, an Iraq expert at Cairo's al-Ahram Centre for Political and Strategic Studies. IMPACT ON OIL * Iraq has signed a series of deals with international oil companies to unlock its vast oil wealth in a bid to boost its output capacity to 12 million barrels per day from 2.5 million bpd now. The deals could catapult Iraq into the top league of oil producers, rivalling Saudi Arabia. * Oil companies could be reassured by familiar faces. Maliki returns for a second term; Shahristani, the previous oil minister and architect of the contracts, moves up to deputy prime minister with expanded power over energy; new Oil Minister Abdul Kareem Luaibi is well known to the oil firms and was at the negotiating table during the oilfield auctions. * However, Shahristani's promotion and the emergence of his close ally at the oil ministry leaves unresolved key energy issues: Baghdad's troubled relationship with the semi-autonomous northern Kurdish region, which halted crude exports last year in a spat with the central government. * Shahristani believes contracts which the Kurdistan Regional Government (KRG) has signed with foreign oil companies are illegal and his relations with the region are fraught. Kurdish lawmakers staged a brief parliamentary walkout last week when they learned Baghdad plans to dock the region's share of federal revenues if it fails to produce oil for export next year. * One analyst said Luaibi might be able to ease tensions between Baghdad and Arbil, the Kurdish regional capital. "Luaibi has been the main intermediary when there have been talks between the oil ministry and the KRG," said Samuel Ciszuk of IHS Energy. "One could see him as someone the Kurds can at least stomach." IMPACT ON NON-OIL INVESTMENT * Iraq's infrastructure has been degraded by decades of war, sanctions and under-investment. The previous government had ambitious plans to ramp up electricity generation, build hundreds of thousands of new homes, expand ports, build railroads and pave roads. * The new government may encourage potential infrastructure investors who have been sitting on the sidelines. But they will want clarity from parliament in the form of legal protections for foreign firms looking to invest in a country just emerging from war and from decades of dictatorship with a centrally planned economy. * Iraq's weakened but still lethal insurgency is also a worry for investors. Militants launch daily attacks -- many aimed at the Iraqi army, police and government officials. IMPACT ON SECURITY * The inclusion of all the factions -- majority Shi'ites, minority Sunnis and Kurds -- in a power-sharing government could help prevent a slide back into sectarian slaughter. * The ability of Iraq's army and police to fend off a major surge in violence during the nine months it took to form a government could be a positive sign for investors as the U.S. military forges ahead with plans to withdraw by end-2011. * Iyad Allawi's decision to join the government may help ease tensions. The leader of the Sunni-backed Iraqiya bloc, which won the most seats in a March election, Allawi had warned of the danger of marginalising his group. Allawi himself will lead a policy council and Iraqiya was awarded 10 posts in the cabinet. * Iraqiya has several powerful positions, including speaker of parliament and finance minister. The open question is whether its share of the government will satisfy Sunnis, who dominated under dictator Saddam Hussein and voted in force for Iraqiya. One reason is too many people are going out and buying dinars after updates and even though we say not to, some do so the disclaimer is put back up on info given to us to pass along to you. Please remember, Intel is a rumor till it happens, yes true it is Intel, but at the same time things that happen now, 5 to 8 hours from now could be totally different.   20. * amadden post 11/16/10 1:31am EST November 16th, 2010 10:44 am · [amadden] Hi Folks, can stay long, but wanted you to know the banks in Iraq should be closed from now to next Sunday the 21st for their Holiday. The GOI will be meeting again tomorrow and will wrap this session up tomorrow night, The rumor that has been put out is based on worldwide Banking systems that has now held a steady $5.72 since last Wednesday, with Shabibi being here in the states and the CBI having that new banking system the website should update on the time frame they have it set by like refresh every hour or 6 hours, we do not know. The GOI as of start of business this morning, had 8 more Cabinet members to fill out of 40 and they had one other resolution and then the budget which includes the RV, we have not heard how much they got done but did hear they will have all of it done by close of business tomorrow night, this is where it is coming in at and why and what the expected rate is; but just because they get it all done, does not say RV for tonight or tomorrow, “BUT” it is highly likely that it can go, the good thing of all this is if it does not go, by tomorrow night, we will have Sunday, but hearing all that I am hearing, I believe by tomorrow night we should see it. I just wanted to let some of you know different things from your postings.

  22. med chat 11/08/2010 @ 11 am est do i have your attention! ok i just got this news it is from baghdad itself one of my friends just talked to me and explained to me what was on the whatever they call the tv in iraq alsumaria or something like that there is an agreement in principle between the blocs including the list but the issue that has been the problem is trust which has come up in the last several months they have 48 hrs to decide to trust each other and the reason the meeting was moved to baghdad is because of all the violence that has gone on there of recent the people are worried and angry they want to announce it in baghdad where it is the worst hoping it will calm the masses he also said in his opinion from what is being rumored in iraq that an rv will follow almost immediately while all are together in baghdad so all can take a partial credit for it and not one bloc The person i got this from is an iraqi national who lost everything under sadaam and lives in baghdad i have not used sources for a long time since last december but i felt this was important and it coincided with some of the tidbits that were in articles this morning when he told me it hit a nerve and i remember parts of what he was saying so that is all i have oh one more thing they are rumoring something about the 15th of november and i didn't get it all clearly
