With more and more people investing their savings in stocks, there has been considerable anticipation about how the gains from such investments will be taxed under the final draft of Direct Taxes Code. There is welcome relief vis-à-vis the original DTC 2009 that hinted at taxing both long-term and short-term gains on par with each other. The revised DTC seeks to continue with the provisions of zero tax on long-term capital gains and relaxations in short-term capital gains. In other words, the tax treatment continues to depend upon the nature/period of holding the asset. Indian-listed shares Long-term capital gains on transfer of the above securities (where securities transaction tax is payable) would continue to be eligible for a 100% deduction, and remain exempt from tax. The DTC has reduced the tax burden substantially for short-term small investors. Short-term capital gains on such securities (taxable at 15.45%) would be eligible for 50% deduction and thereafter taxed as per the normal slab rates applicable. Effectively, the tax under DTC would range between 5% and 15%, depending on the tax bracket in which an individual falls. Small investors (with an income between Rs 2 lakh and Rs 5 lakh) would pay only 5% capital gains tax. There is no change in the period of holding these securities and would be considered long term if held for more than a year from the date of acquisition. Treatment of other securities Capital gains from the sale of any other security would be taxed as per the normal slab rates applicable vis-à-vis the concessional rate of 20.6% available for long-term capital gains. Long-term gains would continue to enjoy indexation benefit and the base year index would shift from April 1, 1981, to April 1, 2000. Also, in case of long-term capital gains, deductions such as expenses incurred to transfer an asset and relief from rollover, subject to conditions, would be available. However, no deductions would be available on short-term capital gains. A change has been proposed in the DTC vis-à-vis the period of holding other securities. In order to be considered long-term, a security must be held for more than a year from the end of the fiscal in which it is acquired. For all other securities, the holding period of 36 months from the date of acquisition would effectively come down to over 12 months from the end of the fiscal in which a security is acquired. As the DTC would now come into effect from April 1, 2012 and not from April 1, 2011 as intended earlier, investors have enough time to restructure their investment strategy. .

Iraq on highest alert for terror attacks By LARA JAKES (AP) – 2 hours ago BAGHDAD — Iraq's prime minister put his nation on its highest level of alert for terror attacks, warning of plots to sow fear and chaos as the U.S. combat mission in the country formally ends on Tuesday. The Iraqi security forces who will be left in charge have been hammered by bomb attacks, prompting fears of a new insurgent offensive and criticism of the government's preparedness for the American troop drawdown. Prime Minister Nouri al-Maliki said Friday that Iraqi intelligence indicated an al-Qaida front group and members of Saddam Hussein's outlawed Baath party are collaborating to launch attacks "to create fear and chaos and kill more innocents." "We direct the Iraqi forces, police and army and other security forces, to take the highest alert and precautionary measures to foil this criminal planning," al-Maliki said in a statement to state-run television. A senior Iraqi intelligence official said security forces believe suicide bombers have entered the country with plans to strike unspecified targets in Baghdad by month's end. The official did not know how many bombers or where they would attack, and spoke on condition of anonymity because he was not authorized to talk to the media. President Barack Obama, meanwhile, used his weekly radio address to reaffirm his campaign promise to end the war in Iraq and refocus on Afghanistan as home to the top threats against America. "The bottom line is this: the war is ending," Obama said from the Massachusetts island retreat of Martha's Vineyard, where he was on vacation. "Like any sovereign, independent nation, Iraq is free to chart its own course." Al-Maliki said insurgents would try to exploit widespread frustration with years of frequent power outages and problems with other public services by staging riots and attacks on government offices. "They will also work on taking advantage of some of the crises of services ... to spread chaos," he said. Obama and the Democrats were handling this based on when the newly-passed Health Care taxes would start taking effect. And, we’ve even surmised the effects of how a new “distribution of wealth” would affect the elections for the Democrats. Seeing how the mid-term elections are coming up in November, that would seem to make sense, and these two topics were what my friends in Dubai were aware of and concerned about, though they didn’t have the understanding that went with that knowledge. The Arabs who were talking end of August stated to me this will RV end of sep to Oct 17th based on Bidens request. They found this out and wanted to know in detail about how he would benefit from this. The reasons they were given when acquiring this information, and when it was going to happen in this time frame were surrounding these two subjects, “Tax and Political”. That made no sense to me at the time I received that information. However, if they had asked them to delay the RV for the reasons notated above, then the picture would be much more clear, assuming of course, that information was true and not purely speculation. The world markets will be propped up. Our national debt will be reduced. And, on a political note, the Democrats will be in a better position to campaign. because of this storybook success. Biden and Hillarious will be in Iraq frequently in the next few months as to let the world know they are the ones who spear head this new GOI and monetary policy, and put it in place, on President Obama’s request. Investment in Iraq could bring rewards Investment in Iraq could bring rewards MEED - [7/16/2010] Now is the time to start thinking about investing in Iraq, but it could prove to be a long, hard slog In the next 12 months the International Finance Corporation (IFC), the development arm of the World Bank, could invest about $300m in Iraq. If it manages to complete the Iraq investments it is now working on, it will have committed around two thirds of its annual budget for the whole of the Middle East and North Africa region to a single country. It is a dramatic indication of shifting priorities in the region. While there is still much to be done elsewhere, attention is increasingly shifting to the potential of Iraq. Iraq should become one of the richest countries in the Middle East. New infrastructure is desperately needed. Developing the power and water sector, transport, and of course, the oil sector, will help boost economic growth. It should also improve the security situation as a virtuous circle of better provision of power and jobs deters insurgency, further improving security and enhancing growth. It would go some way to making the population feel they were getting something in return from the foreign occupation. The rewards could potentially be great. Already some commercial lenders are looking at the country, eager to get first mover advantage. The IFC can help lay the groundwork for greater involvement by commercial lenders, and further boost the pace of development in Iraq. Everything depends on the security situation. As much as a wave of investment could spark a lucrative development drive, it could fall flat if security remains a concern. Unrest at the failure to improve the lot of the population would then spread.
