  1. Brotherly Talks With Maliki 02/06/2012 05:56:00 By REBWAR KARIM WALI Eleven days after Maliki’s interview on Nalia TV, the presidency of the Kurdistan Region released a statement and threatened to publish important documents against him. They gave one response. The response did not contain anything new. It could be that the Kurdistan presidency has some important documents that it avoided publishing in order not to embarrass President Jalal Talabani. Prime Minister Nechirvan Barzani also caused the Patriotic Union of Kurdistan (PUK) a great embarrassment when he said that Talabani had signed and handed over to President Massoud Barzani his own resignation letter so as to use it as a pressure card in his negotiations. PUK’s media outlets portrayed that event as a patriotic step by Talabani, but on both Iraqi and Kurdistan levels it was an unexpected event, to a degree that dragged Maliki and Talabani to a meeting on Friday that is a holiday in Iraq. Perhaps it was the same thing that made Talabani release a statement the next day and call for “brotherly and constructive” dialogue between all sides. President Barzani’s efforts to remove Maliki, Talabani’s call for brotherly and constructive talks, the outcome of the Erbil and Najaf meetings do not go in line with each other. When Baghdad is acting hostile towards Kurdistan, it is not raised as a national issue. Kurdistan’s share of 700 thousand barrels of refined oil is 140,000 barrels per day. But Baghdad has been only sending 33,000 barrels and a week ago they announced that even that amount would stop. Apart from Barzani’s, what is the position of Kurdistan’s other political leaders in the face of this act by Baghdad that is filled with hate and curse? Is this not a patriotic question? Is this not directly related to the life of Kurdistan’s people? Yet when on the request of the president of the republic the refined oil flows for just another month, it is portrayed as a great patriotic achievement. Is that Kurdistan’s legitimate right or a charity from Baghdad for the Kurdish people? From the day the crisis started, there have been efforts to show that it is something personal between Barzani and Maliki and that the people of Kurdistan have nothing against Baghdad. But in reality everything indicates that Maliki is working on creating an ironfisted government that will in a near future trample Kurdistan’s self-rule. Maliki does not want the Kurdistan Region to play an active role in Baghdad’s political game. Maliki’s behavior does not carry any signs of brotherhood to be able to talk brotherly and constructively with him. You cannot have brotherly and constructive dialogue with someone who has posed his tanks towards the Kurdistan Region in Kirkuk. To break Kurdistan’s pride he dissolves the court, compensates Arab victims of bombings and ignores the Kurdish victims, cheats in the budget, he holds everyone accountable and no one can hold him accountable. Therefore Kurds should press for Maliki’s removal because if he otherwise continues in his post, not only removing him will be impossible, but the hope of unseating him through Parliamentary elections will fade away, too. http://www.rudaw.net/english/science/columnists/4795.html

Authorities say the attackers entered two money exchange offices and shot people in each. The gunmen robbed the shops before fleeing. 6. Barzani and Allawi in talks over Legal Commitee Monday, January 24th 2011 1:25 PM Sulaimaniyah, Jan. 24 (AKnews) – The President of the Kurdistan Regional Government (KRG) Massoud Barzani is in talks with the leader of the al-Iraqiya list Ayad Allawi to resolve the leadership of a parliamentary committee, a Kurdish deputy in the Iraqi Parliament says. The Kurds and other Iraqi political factions in parliament, in particular, the al-Iraqiya list have been deadlocked over the chairmanship of the legal committee since the new Iraqi government was sworn in on Dec. 21. Both the Kurdish Blocs Coalition (KBC) and the Iraqiya claim the right to chair the committee. “The dispute over the legal committee… is ongoing” said Mahmoud Othman of the KBC, but now Barzani and Allawi are in talks to resolve the dispute. “The Kurds have a greater chance of chairing the committee” said KBC spokesman Moayyed Tayyib, “because the Shia factions in parliament support the Kurds’ bid for the committee’s leadership” The Kurds who already hold five of the 26 parliamentary committees, are pushing for the post in order to secure a strong position in parliament on legal matters in a bid to maintain the current status quo in Iraq. The Kurds have threatened suggesting to put the issue to vote in parliament if the position was not settled in their favor, in which case the majority of parliament, in particular Mr Maliki’s National Coalition (NC) bloc, may vote in favor of the Kurds after the Kurds lent their support to Maliki in his bid to head the new government. “If the Shias, who form the majority of parliament, side with the Kurds, then the position is resolved in favor of the Kurds” says Tayyib. 12. Al-Iraqiya Coalition insists on its candidates for Defense, Electricity Ministries: January 2, 2011 - 12:28:13 BAGHDAD / Aswat al-Iraq: Al-Iraqiya Coalition, led by former Prime Minister, Iyad Allawi, insists on the nomination of its candidates for the posts of Defense and Electricity Ministers, Falah al-Naqib and Ziyad al-Dharb, its Legislature, Kadhim al-Shimmari said on Sunday. “Al-Iraqiya is insisting on its candidates Falah al-Naqib for the new Defense Minister’s post and Ziyad al-Dharb for the Electricity Minister’s post,” Shimmary told Aswat al-Iraq news agency, but admitted that his Coalition had did not nominate any woman candidates for the remaining ministries posts. Noteworthy is that Legislature Hassan al-Suneid of the National Coalition, had stated on Saturday that Prime Minister, Nouri al-Maliki, “insists” to assign the remaining ministerial posts that were not filled till now for women candidates, charging that the political blocs have failed to present any women candidate for the remaining ministerial posts, that were not filled till now. The above development is taking place at a time when the Women Members in the Iraqi Parliament have protested for the absence of any women candidates in the new Iraqi cabinet, and the Spokeswoman, Ala Talabani, told a recent Parliament session which had passed the new cabinet, that such a measure was considered a “constitutional violation,” demanding the Parliament to settle the issue. As regards to the legitimacy of the Prime Minister’s delay of assigning the leading security ministers in the new cabinet, Shimmary said that the Federal Court had granted the Prime Minister the right to present some of the cabinet’s candidates and to keep the remaining posts to be announced after the formation of the cabinet. http://en.aswataliraq.info/?p=140258
