BAGHDAD - morning

Article Twenty-seventh .. deter security risks: In order to enhance security and stability in Iraq and to contribute in establishing peace and stability, both parties seek actively to promote the political and military capabilities of the Republic of Iraq and to enable Iraq to deter threats against its sovereignty, political independence and territorial integrity and its democratic federal constitutional . _ In the event of any external or internal threat against Iraq, or the occurrence of aggression upon it, would violate the sovereignty or political independence or territorial integrity, waters or airspace, or the threat of its democratic system or its elected institutions, and at the request of the Government of Iraq, the Parties shall, to initiate immediately in the deliberations of the strategy, and as may be mutually agreed between them, the United States take appropriate measures, which include diplomatic measures, economic or military or any other action to deter such a threat.

_ Parties agree to continue close cooperation in the promotion and perpetuation of military and security institutions and democratic political institutions in Iraq, including, as may be mutually agreed, cooperation in training and equipping and arming of Iraqi security forces, in order to combat domestic and international terrorism and outlaw groups, At the request of the Iraqi government.

_ Do not use land, water, atmosphere or transit point for Iraq to launch attacks against other countries.

Article XXV

Include measures to end the application of Chapter VII on Iraq.

Article IV missions ..:

_ The Iraqi government requests the temporary assistance of U.S. forces to support them in their efforts to maintain security and stability in Iraq, including cooperation in carrying out operations against al Qaeda and other terrorist groups and outlaw groups and the remnants of the former regime.

_ All military operations conducted that are performed under this Agreement with the consent of the Government of Iraq, and is fully coordinated these operations with the Iraqi authorities. And oversees the coordination of all the military operations of the Joint Commission for the coordination of military operations (JMOCC) that is formed under this Agreement, and referred to the Joint Ministerial Committee of issues relating to proposed military operations that can not be a joint committee to coordinate military operations to decide on them.

_ All these operations with the necessity of full respect for the constitution and Iraqi laws, and have performed these operations without exceeding the sovereignty of Iraq and its national interests, as determined by the Iraqi government, and that the duty of United States forces to respect Iraq's laws and customs, traditions and international law in force.

_ The parties continue their efforts to cooperate in order to strengthen the capacity of Iraq's security, as may be mutually agreed, including training, equipping, support, supply, construction and modernization of logistics systems, including transport, accommodation and catering for the Iraqi security forces.

_ Both parties retain the right to legitimate self-defense within Iraq, as defined in applicable international law.

Article Thirty .. for the entry into force of this Convention

- This Agreement shall be in force for a period of three years, unless it is terminated by before one of the parties before the expiry of that period pursuant to paragraph (3) of this article.

- Does not modify this Agreement without the consent of the parties formally and in writing in accordance with the constitutional procedures applicable in both countries.

- This Agreement shall terminate after one year of the receipt of one of the parties from the other party notice in writing to do so.

- This Agreement shall enter into force with effect from the first day of January 2009, after the two parties exchange diplomatic notes supporting the completion of necessary procedures for each of the implementation of the Agreement and in accordance with the constitutional procedures of both parties.

According to this document all Iraq has to do is put a formal request in writing to the US. and CH.VII is over. Probably I would think this has been submitted just waiting or they can wait til it ends January 2012. New Dates for the Gurus to start using as drop dead date for R/V

CH VII is a UN sanction.
