You can't unless you become a VIP member. Its one of the perks the site offers the paying members of that section of the site.

PM stands for "Private Message" which you can do only to a VIP member by clicking the letter button under your post avatar or by going to the profile and click on send a message under their profile picture. You should be able to receive messages yourself since you are VIP. I will send you one now so you can see, as long as you have your personal settings allowed to receive them.
