Political source revealed early on Thursday, the prime minister-designate has given the Iraqi List, for 24 hours to submit one candidate for Vice-President of the Republic, as he emphasized that the Kurdistan Alliance, called on ministries of foreign affairs and planning, water resources and housing.

The source said in an interview for "Alsumaria News", "Prime Minister-designate Nuri al-Maliki gave the Iraqi List, for only 24 hours to submit its candidate for the post of Vice-President of the Republic of Iraq."

The source, who requested anonymity, that "there was a difference in the Iraqi List, the candidates for president, Tareq al-Hashemi and Saleh al-Mutlaq."

In the context of online consultations on the distribution of positions and ministries, the source pointed out that "the Kurdistan Alliance, called on the Ministry of Foreign Affairs and Planning, Water Resources and Housing, in addition to the location of the Deputy Prime Minister, who will stay for the former Deputy Rose Nuri Shaways," he says.

The source said that "There is a semi-agreement in the National Alliance to take over the Supreme Islamic Council and the ministries, and on behalf of the Presidency, which will remain for the former Vice-President Adel Abdul Mahdi, in addition to the ministries they will be the share of the Badr Organization of the Supreme Council."

Prime Minister-designate Nuri al-Maliki said last Saturday, that the number of ministries in the new government will increase and one ministry, as noted, at the same time, the number of deputy prime ministers will also be one deputy.

And still trade-offs between service ministries and sovereign center of controversy between the blocks, as the sovereign ministries reflect the political weight of the blocks, while the selection of the service ministries allows it to get the ministries more, it is also more relevant to meet the necessary services to citizens, which promotes a balance of mass parties, which holds the these ministries, in the event of success in providing services.

Uncovered the source of political beginning, Wednesday, in an interview for "Alsumaria News", the Iraqi List, presented at a meeting of the political blocs, which was held at the home of Speaker of Parliament Osama Najafi, a proposal not to work point system and the adoption of automatic compatibility through the distribution of ministries, and drew in this regard to the existence of a dispute between state law and the Kurds on the mechanism of calculating the points, as he emphasized that Prime Minister-designate Nuri al-Maliki demanded an increase to five deputies instead of three.

As shown by Iraqi President Jalal Talabani, his desire to elect the third deputy to him, pointing out that the Constitution did not provide for it, but can be prescribed by law.

The controversy still exists about the calculation of sovereign positions as Deputy Prime Minister, and the impact on reducing the points of the blocks to get other ministries, in addition to a number of deputies demanded to reduce the number of ministries in the Iraqi government expected.

Maliki has formally asked on Thursday last day on 25 November 2010 by the President-elect Jalal Talabani, to form a government, and Maliki, according to the Constitution a period of thirty days to submit his cabinet to parliament for a vote of confidence. According to the Iraqi constitution to be the new president to designate more bloc in parliament to form a government and prime minister during a period of 15 days from the election.

Should be the prime minister-designate to form a coalition government and will nominate the members of the Council of Ministers within 30 days, and in case of failure to do so, should the President to designate another person to form a government within 15 days. And gives the Prime Minister in charge of the new 30 days to form a coalition and the Council of Ministers, are not considered the new government to get a list of candidates for ministerial positions and programs approved by the House of Representatives by an absolute majority. Should be the candidate for prime minister to get the support of the House of Representatives by one half to one (ie 163 votes of the 325 votes to represent the number of Iraqi lawmakers.
