Safe Iraqi bank

Hello:

If I want to open a bank account in Iraq, which would be a short list of the best and most safe banks to use? I am concerned with the Warka Bank being under "guardianship". Ashur bank requires a $10,000 minimum and I feel that is too large amount to risk. I know there are both govt held banks and private banks. Are the govt run banks any better than the private banks? Any information would be appreciated on the iraqi banking system to help me make a good decision on getting an account set up. Thank you.
