Baghdad, February 1 (Rn) - The Kurdistan Alliance,Wednesday, he will not vote on the budget in 2012 unless there is politicalconsensus on the observations raised regarding the draft budget, indicatingthat the government is obliged to apply what is a vote of the vertebrae in thebudget by the House of Representatives .

The three committees negotiating a joint between Baghdad andErbil, ended in October last negotiations in Baghdad on the outstanding issuesand raised the three reports to Prime Minister Nuri al-Maliki.

The reports dealt with the most outstanding issues betweenBaghdad and Erbil is one of the disputed areas, the budget of the RegionalCorps (Peshmerga), and the law of oil and gas.

A member of the coalition Najiba Najib told the Kurdish newsagency (Rn), "The Kurdistan Alliance put his remarks on the budget in 2012and unless it gets a political consensus on these observations, it did not voteon the budget."

The Iraqi government has approved in its emergency meetingon the fifth of last month's budget in 2012 which amount to 100 billion dollars(about 117 trillion Iraqi dinars) and a deficit of up to $ 13.5 billion (about17 trillion dinars).

She explained Najib is a member of the parliamentary financecommittee that "the observations is the need to implement the governmentto the paragraph began rated since 2007 in the budget, the granting of theFrontier Corps (Peshmerga) budget allocation within the system on account ofIraqi military."

She said Najib to "note the other relating to the needto increase financial allocations relating to Article 140 of the constitution,in addition to the cancellation paragraph of the 14 IV of the budget includedauthorize the Minister of Finance to deduct the full amount of money from theregions and provinces that have not been able to export the required quantityof them," noting that "the This paragraph is not replaced in thebudget, but require the enactment of its own. "

And the recently strained relationship between Baghdad andErbil, after he refused the draft Kurdistan Region Oil and Gas Law approved bythe Iraqi government. He says the region that the draft law, however, focus thepowers of the Federal Government in the management of oil wealth at the expenseof the provincial territory, as he passed by the Council of Ministers, withoutdue process of law.
