The Iraq government setup was a breading ground for corruption to guide bad things into place, groups were bribing there way into power even Iran could just offer bribes to smaller groups to form the largest block and buy there way into power every year.

The government has been slowly dismantling the Iran influence in parliament now they hide among the population and the militias are hiding in the military. Now all they have to do is shoot a few more demonstrators and the people will take down the current Iraq government and Iran will be free to cause chaos all over the country.
