  4. I read this article yesterday in the New York Times. I was a little surprised to see that Doyles resignation took place June 18th and we are just now reading about it the mainstream media. I checked the status of the Euro and it's down to an all time low 1.2162. IMO, unrecoverable debt will lead to the demise of the dollar and I am so close to pulling out all of my saving in 401K's and taking an up front loss of at least 40%, by getting out of paper. Oh what to do? What to do? or When to do it?

    big business, black markets, bribery: a tale of oil smugglers in kirkuk

    niqash | Shalaw Mohammed | Kirkuk | 19.07.2012 Oil smuggling is virtually a tradition in the oil-producing areas of Iraq. And local authorities are trying to prevent it. But, as this tale of oil smuggling in Kirkuk shows, policing the smuggling gangs remains extremely difficult – not to mention confusing.

    The epic tale of an oil smuggling gang in Kirkuk is nearly two years old now. The gang was making an estimated US$60,000 a day from their activities. And they were caught in the act over 24 months ago – yet they are, allegedly, all still free. As one member of the security forces says: “no one can arrest them”.

    The story is not an uncommon one in Iraq, where oil smuggling has a long history and where authorities appear loathe to take responsibility for policing this particular crime. Most tales of oil smugglers see various authorities – from the judiciary to the police to the state to the local oil companies themselves – saying it’s the other group’s responsibility to secure the oil.

    Oil smuggling became a growth industry when former Iraqi leader Saddam Hussein organized gangs to start smuggling oil to get around international sanctions against Iraq. Tankers would siphon oil from various sources and either sell them on the home market or on the black market in nearby nations; demand was there for oil to run home generators, for example, needed because of electricity cuts. And despite the best efforts to halt the practice, it has continued in various forms to this day.

    An anonymous source tells NIQASH that this particular instance of oil smuggling began when Iraq’s own North Oil Company decided to build a pipeline from the Jabal Bur oil processing station to a nearby area, Kiwan, where the pipe could then connect to a larger network.

    Local contractors were signed on to build the pipeline and while they were building it, they decided to make a hole in the pipe in order to siphon off oil and smuggle it away in waiting trucks or ships. As the oil passed through the Rahimawa quarter in Kirkuk the contractors added a special pipe of their own to siphon oil off. To cover up their activities, they built a huge auto garage.

    Experts in the field say that putting a hole in an oil pipeline is far from a simple task and they believe that the smugglers must have had to bring in experts from outside of the province to do this.

    “A person with no experience in piercing an oil pipeline cannot extract oil from it,” local oil and gas consultant, Shlair Hamid, told NIQASH.

    “Anyone who wants to pierce a pipeline also needs to have special equipment to do that. Otherwise there could be a fire. All the evidence suggests that someone from outside Iraq was brought here to do this job.”

    After holing the pipeline, they made a secret deal with one of North Oil’s engineers. In return for a percentage of the profits, the engineer agreed to record less oil flowing through the pipeline than there actually was. NIQASH’s source says that the oil smugglers were selling around US$60,000 worth of oil every day, of which the duplicitous engineer was getting about US$10,000.

    The oil smuggling circuit was only uncovered after the engineer began to ask for more money. After the other gang members refused him, he went to the police. This resulted in a committee of investigators from Baghdad travelling to Kirkuk to look into the accusations. In the end, local police were able to arrest one of the pipeline contractors involved. However political pressure and bribes saw the contractor released. Now, according to NIQASH’s source, the whole oil smuggling gang remains at liberty.

    However Kirkuk authorities deny this version of events. “This is not the first time that gangs have stolen Kirkuk’s oil,” the head of Kirkuk’s local council, Hassan Turan, says. “There are well organized groups stealing the oil and it is the duty of North Oil Company to protect their oil pipelines against theft.”

    Turan also said that several of the oil smugglers involved have been arrested and that local courts are now handling the case.

    However, strangely, Turan’s statement contradicts those from other authorities. “We received information that a gang had made a hole in the pipeline in Rahimawa and was stealing oil from this hole,” Ghalib Taha, one of the heads of the Rahimawa police station, says. “By the time the police had arrived at the garage the gang members had gone. We arrested the garage guard but we realised him because he didn’t know anything about the pipeline.”

    Taha says that, while the police and even the citizens of Kirkuk, knew about the smugglers, the local council seemed reluctant to move against them. And because of this, Taha says, “we are not entitled to take any measures.”

    Meanwhile the deputy chairperson of the Kirkuk council had an explanation for this. “The Ministry of Oil notified us in writing that we should not interfere in the work of oil institutions and that we should not interfere in any related issue or case,” Ribwar al-Talabani told NIQASH.

    “This is why we didn’t conduct any investigations into this matter.”

    Al-Talabani also brought up the dubious history of oil smuggling in Iraq. “In the past, each hole made in a pipeline was dedicated to a tribal leader - or to a political party,” he explains. “Everywhere else in the world, oil pipelines are well protected. But in Iraq, it’s a mess and nobody knows who exactly is stealing the oil.”

    This has been well documented by many sources. Tribal leaders have been seen to obstruct measures to protect the oil pipelines and one tribe, contracted to provide security for the oil pipelines, even used that contract to cover up their smuggling activities. As a result, nobody seems particularly keen to do anything about bringing smugglers to justice.

    Article 111 of the Iraqi Constitution states that “oil and gas are owned by all the people of Iraq in all the regions and governorates” and one might assume that it was the responsibility of each provincial authority to protect the resources within their area.

    But, as al-Talabani says, “we haven’t received any instructions from the central government to investigate such cases. That’s why oil smuggling has become commonplace in almost all oil producing provinces.”

    Meanwhile officials from the North Oil Company, a state-run company within Iraq’s Ministry of Oil, deny the whole story. “I have never heard about this gang you’re talking about,” Hamid al-Saedi, the general manager of North Oil, told NIQASH in a brief statement.

    All of which makes it difficult to know what is really going on with the oil smuggling gangs in Kirkuk. Then again this seems fairly typical for the oil smuggling in Iraq: there’s simply too much money involved for it to be easily eradicated.

    Nonetheless Iraqi officials continue to insist it must be. Finally, the governor of Kirkuk, Najm al-Din Karim, told NIQASH that all local security apparatuses must intensify their efforts to police oil smuggling. “Anyone considering oil smuggling in Kirkuk will be punished,” Karim stated firmly.

    Expected Council Action

    The Council is due to receive the Secretary-General’s report on the UN Assistance Mission for Iraq (UNAMI) and a briefing on its contents and developments in the country from Martin Kobler, Special Representative of the Secretary-General and head of UNAMI.

    The Council seems likely to extend the mandate of UNAMI, which expires on 28 July.

    The Council also expects the second report of the Secretary-General on the post-Development Fund for Iraq (DFI) mechanism. At press time it was unclear whether the Council would consider the report in July.

    Key Recent Developments

    A number of notable political developments continued to highlight divisions amongst Iraq’s political elite. On 30 April, the Higher Judicial Council (HJC) brought further charges against Vice-President Tariq al-Hashemi in the killing of six judges. On 8 May, Interpol issued a Red Notice alert for the arrest of al-Hashemi, who was in Istanbul at the time. (An Interpol Red Notice seeks the arrest or provisional arrest of wanted persons with a view to extradition.) On 11 May, Turkish President Abdullah Gül said in response to a press question that al-Hashemi was receiving medical treatment in Turkey. On 15 May, a trial in absentia commenced, with al-Hashemi continuing to deny the allegedly politically motivated charges against him.

    On 13 April, Faraj al-Haidari, head of the Independent High Electoral Commission (IHEC), was detained on suspicion of misusing state funds, according to a statement released by the HJC. Commenting on the arrest, Shiite cleric Moqtada al-Sadr said in a 14 April press statement that Prime Minister Nuri al-Maliki was “seeking to postpone or cancel the election.” (Al-Maliki has been repeatedly accused of seeking to consolidate control over the IHEC, whose independence is viewed as essential in ensuring that the provincial elections early next year and parliamentary elections in 2014 are free and fair.)

    On 28 April, senior Iraqi politicians met in Arbil, including President Jalal Talabani; Speaker of Parliament Osama al-Nujaifi; Massud Barzani, President of the autonomous Kurdistan region; Iyad Allawi, head of the Sunni-backed Iraqiya bloc; and al-Sadr. In a statement, the leaders called for “mechanisms that can solve the instability” and highlighted “the necessity of looking into solutions to end the (political) crisis.”

    On 2 June, Deputy Prime Minister Saleh al-Mutlak said in a statement that “Maliki staying on as prime minister will expose national unity to danger and will lead to the division of the country.”

    Kobler encouraged all parties to engage in inclusive dialogue following a meeting with Talabani and Barzani on 13 June.

    Violent incidents continued to mar Iraq’s security. Reportedly a total of 132 Iraqis died and a further 248 were wounded in attacks in May. Moreover, by 18 June, a series of bombings and attacks across Iraq had reportedly resulted in at least 135 deaths and more than 500 injured.

    On the issue of Camp Ashraf, in an 11 June UNAMI statement, Kobler “urged the remaining residents of Camp Ashraf to relocate to Camp Hurriya without delay.” (Camp Ashraf, situated in Diyala province, once housed more than 3,000 Iranian exiles belonging to the Mujahedin-e Khalq Iran [MEK], an organisation opposed to the government in Tehran and also on the US terrorist list. Some two-thirds of the residents moved to the new camp after UNAMI signed a memorandum of understanding with the government of Iraq on 25 December 2011. However, the MEK has reportedly halted its transfer of the remaining residents and has reduced contact with the Iraqi government and the UN.)

    Gennady Tarasov, the High-Level Coordinator for Iraq-Kuwait missing persons and property, briefed Council members in consultations on the latest report of the Secretary-General (S/2012/443) on 19 June. Council members released a press statement (SC/10680) the next day stating they were “encouraged by the recent positive developments in Iraqi-Kuwaiti bilateral relations.” Council members also supported the Secretary-General’s opinion that both sides should begin exploring other arrangements on Iraq-Kuwait issues. The financing of the high-level coordinator was renewed for another six months.

    Human Rights-Related Developments

    According to a joint report published on 30 May by the Human Rights Office of UNAMI and the UN Office of the High Commissioner for Human Rights, “the human rights situation in Iraq remains fragile as the country continues its transition from years of dictatorship, conflict and violence to peace and democracy.” Commenting on the report, Kobler added that it “highlights a number of shortcomings, some of which are of serious concern and need to be urgently addressed by the Iraqi authorities. There is no democracy without respect for human rights.”

    Key Issues

    The key issue for the Council is to determine UNAMI’s contribution towards the stability of Iraq.

    Another key issue for the Council is the ongoing high level of sectarian violence in the aftermath of the arrest warrant issued for al-Hashemi.

    A closely related issue is the extent to which UNAMI can be helpful in mitigating this situation.

    A further issue for the Council is whether the post-DFI mechanism is functioning in a satisfactory fashion.

    Underlying Problems

    Different political blocs remain divided over power-sharing, with key ministerial posts, such as defence and interior, being vacant for months.

    Options

    On UNAMI, the Council could renew the mandate without substantial changes to its scope or composition. The Council could also address Iraq’s political situation in the same resolution, including some or all of the following elements:

    expressing concern about the impact of violence on Iraqi civilians;

    urging Iraq’s political leaders to resolve differences through political dialogue; and

    urging Iraq to finalise the formation of its government by filling all vacant ministerial posts based on inclusiveness.

    On the post-DFI issues the Council could take no action at present while continuing to monitor the progress of the post-DFI mechanism until the audit is conducted. (The Secretary-General’s report [s/2011/795] notes the appointment of the firm Ernst & Young to conduct the 2011 audit of the DFI and its successor account.)

    Council and Wider Dynamics

    Most Council members continue to view Iraq as a routine issue. Some Council members feel that the current mandate of UNAMI is peripheral and that, as a political mission, it should be more focused on mitigating Iraq’s domestic political impasse and the ensuing violence. These members feel that there remains a serious threat to Iraq’s overall stability under the current volatile political and security climate. However, other members do not view the surge in violence following the US withdrawal as particularly abnormal.

    The US is the lead country on Iraq issues in general, and the UK is the lead on Iraq-Kuwait issues.

    BAGHDAD (AP) - Iraq's government called Tuesday for all its citizens living in Syria to return home immediately to escape the escalating civil war after the recent killing of two Iraqi journalists covering the conflict.

    Thousands of Iraqis fled to Syria to escape widespread sectarian fighting during the worst of violence in their homeland between 2005 and 2007. Now, the traffic is heading the other way, with Iraqis and Syrian refugees heading east, and out of the conflict that the International Red Cross just days ago deemed a civil war.

    The U.N. estimated there were 1 million Iraqi refugees in Syria and 3,000 more seeking asylum as of January, the latest figures available. But Iraqi government spokesman Ali al-Dabbagh put the number much lower, at about 200,000.

    Al-Dabbagh said Baghdad called on the regime of Syrian President Bashar Assad and the opposition forces seeking to overthrow him to resist harming Iraqis who may be caught in the crossfire.

    "They are not part of the conflict going on in Syria now," al-Dabbagh said in a statement. He cited a "rise in killings and assaults on Iraqis residing in Syria" and said 12 Iraqis have been killed so far this month alone.

    Baghdad's urging came as Syrian government forces, backed by helicopter gunships, battled rebels in heavy clashes in Damascus over the past three days. The uprising against Assad broke out in March last year, and activists say more than 17,000 people have been killed.

    The Iraqi government will pay for the costs of transporting Iraqis back from Syria, al-Dabbagh said.

    Late Monday, the bodies of two Iraqi journalists killed in Syria were handed over to authorities at the al-Waleed border crossing, according to Iraqi Brig. Gen. Qassim al-Dulaimi.

    Al-Dulaimi, an army commander in Iraq's western Anbar province which borders Syria, said the two journalists died in the Damascus suburb of Jaramana but it was still unclear when or how. There has been no fighting there over the past few days. He said cards from the Iraqi journalists' syndicate were found in their pockets, identifying them as Ali Juburi and Falah Taha.

    The Baghdad-based independent Journalists' Freedom Observatory said Juburi was an editor of a weekly newspaper while Taha was a freelance reporter. JFO is warning Iraqi reporters not to travel to Syria.

  14. US Navy ship kills 1 after firing at boat off Dubai

    A U.S. Navy ship fired “disabling shots” at a small vessel that came too close to it in the Persian Gulf region, killing one and injuring three, officials told Fox News.

    The incident happened Monday within maritime borders of the United Arab Emirates, which includes the Strait of Hormuz, a key regional oil route that Iran has repeatedly threatened to block over sanctions against its nuclear program.

    The USNS Rappahannock fired shots from a .50 caliber machine gun because the operator of the small boat, whose nationality is unknown, ignored audible and visual signals to move away, two senior U.S. defense officials told Fox News.

    After the firing, dozens of police and other Emirati officials crowded around the white-hulled boat, which sat docked in a small Dubai port used by fishermen and sailors.

    The boat appeared to be a civilian vessel about 9 meters long and powered by three outboard motors. Similar boats are used for fishing in the region, though Iran's Revolutionary Guard also employs relatively small, fast-moving craft in the Gulf.

    Rescue workers were seen carrying one person in a body bag off the boat and placing it in an ambulance as fishermen looked on. Officials moved the boat from the harbor shortly afterward.

    The U.S. Navy's 5th Fleet, based in Bahrain, said it was investigating the Monday shooting. The U.S. Embassy in Abu Dhabi had no immediate comment, referring all questions to the Navy.

    Emirati officials could not be reached for comment.

    U.S. military vessels routinely cross paths with Iranian ships in international waters in the Gulf without incident, but speed boats from Iran's Revolutionary Guard have passed close to U.S. ships in incidents that have raised alarm in Washington.

    In early 2008, then President Bush accused Iran of a "provocative act" after five small Iranian craft buzzed around the destroyer USS Hopper.

    Tensions are elevated in the Gulf after Iran last week renewed threats to close the strategic Strait of Hormuz -- the route for one-fifth of the world's oil -- in retaliation for tighter sanctions over Tehran's nuclear program. The U.S. recently boosted its naval presence in the Gulf with additional minesweepers and other warships.

    The U.S. said Monday that it’s sending an aircraft carrier to the Middle East several months early to make sure two will constantly be present in the troubled region.

    There are two aircraft carriers in the area currently, but one was scheduled to leave before its replacement arrived.

    Defense Department press secretary George Little says the USS John C. Stennis will be sent by late summer to fill the gap that would have occurred.

    Questioned about whether the deployment is a response to problems with Iran or perhaps the violence in Syria, he declined to be specific.

    Little said the need is "not about any one particular country or any one particular threat."
