Has know the trusted source over 10 years, but wishes to protect anonymity. When I requested his permission to post in forums, it was suggested to post it as a question, and then see whaat others think about it. From DV chatroom, 12/2/2010 5:00 am: This is about the clearest way to explain the significance of the 31st end of DFI that I can find. The person chatting about it is an expert on the UN CH 7 and sanctions and was the one who told us 2 years before it was announced that Iraq would be paying compensation to the US "human shield" victims. He does know what he is talking about has never been proved wrong yet - he also is one who NEVER says he knows the rate and date. In August 1991 the UNSC passed SCR 706, which was a proto-oil-for-food resolution. It would have allowed Iraq (under September's SCR 712) to sell $1.6 billion of oil every 180 days. This cap, for which there was no humanitarian reason given that all funds were to be paid into a UN controlled account, would have left less money available for Iraq's humanitarian needs than what the UN Secretary General had just reported to the SC as being the minimum consistent with Iraq's most basic humanitarian needs. This money was also used during the transition period before the DFI was set up.) The DFI have been disbursed mainly for “the wheat purchase program, the currency exchange program, the electricity and oil infrastructure programs, equipment for Iraqis security forces, and for Iraqi civil service salaries and ministry budget operations”. How much of this money were they able to use along the way? I mean 3.2 billion times 19 years is a lot of money. A part of the fund has been transferred to Baghdad and Iraq, and the DFI-Baghdad account was opened at the Central Bank of Iraq "for cash payment requirements".[1] The fund also eventually received money (US$1.724 billion) from seized and "vested" Iraqi bank accounts and funds seized by coalition forces ($926.7 million). ($650 million) of this amount belongs to Uday Saddam Hussein, the older son of the former Iraqi president. This money was also used during the transition period before the DFI was set up.) The DFI have been disbursed mainly for “the wheat purchase program, the currency exchange program, the electricity and oil infrastructure programs, equipment for Iraqis security forces, and for Iraqi civil service salaries and ministry budget operations”. One third is used for Iraq's basic needs the other two third is put into the DFI funds The Government of Iraq through the head of the Committee of Financial Experts (COFE) has oil for food from the sanctions of Chapter 7. The DFI funds are tied to it and neither released yet. On Dec 31st, will be the release of COFE, hence no sanctions after Dec 31st, no chapter7, and an r/v, if not before then. Not theories, just facts straight from the UNSC. The UN currency doesn't play into this because this has never been done before so it clearly says DFI funds go for currency exchange - meaning backing the r/v. No theories just the FACTS well it was the assertion that was made.. that the money for the RV would come out of the DFI fund and not necessarily the operating budget for fy 2011 and that the reason why it might not be found in the fy 2011 budget is due to the assertion that this was to come out of the DFi fund.

  4. I believe banks which also bank internationally, such as HSBC, can hold your physical dinar. You would have to verify, but I recall reading a thread similar to this over the summer, where this was a possibility.
  5. Thank-you for the update. Your son did a very courageous and unselfish thing. What a difficult thing that would be for any adult, let alone a young man. As traumatic as the night's events were, knowing that the dogs bodies were recovered (and didn't suffer or perish further in the fire) and given a proper burial will hopefully be of some comfort to your friend. (and to all the other dog lovers out there feeling your pain) I hope you and your children and the little pooch next to you all get the rest and comfort you need tonight. God is with you. He will help you and your children though this. I know this has been very traumatic for you and your children and I wish I could do more to comfort. I have children as well, and as a teacher I have access to other resources for children. I know you are immediately asking for help for this pet in crisis, but as I am not able to offer much help there, I just want to help any way I can. If there is anything I can do in the future to help you and/or your children, please don't hesitate to e-mail me. I hope your little pet can feel all the love from your DV family being sent your way. What I was looking for was info on what jwprimerica was refering to in the chat about the CBI having the choice whether or not to honor bills that have been "marked" and then went on to say, "praise the lord for uncirculated bills!" The Supreme Islamic Council (ISCI) did not attend the meeting and while it is unknown how they would have voted it was reported they would not have voted for Maliki. The absence of Supreme Islamic Council from the meeting will not hinder Maliki’s ascension as the sole nominee, as so appears. An official announcement from the National Alliance is anticipated soon. It should be noted that it is rumored Maliki offered Sadr some key positions within the new government which could really stir the pot in Iraq as well as in the White House. Read a TIME article as well as this Washington Post article that explains the Maliki delemna. It is possible that Maliki and his greedy ways may have complicated things a bit. So assuming Maliki now is the nominee for the National Alliance…now what? According to a statement made by Talabani on the 27th of September we should expect the National Alliance/National Coalition nominee as the new PM…we shall see. That is a good question as many things can occur. Initially I think we will see a strong motion to reconvene parliament in the next week (LINK 1 LINK 2) in order to resolve the issue of the government. Negotiations will take place to carefully recognize an inclusive government representing each faction. Once this occurs I believe we are in the final stretch of this very long horse race. Outside of the political elections there is still forward movement in trying to release Iraq from Chapter VII. It was reported this week that an International Coordinator will visit Iraq to discuss the matter involving missing Kuwaiti’s, prisoners, and compensation to be paid – A report is due in December at the United Nations. Talabani reaffirmed his statement that he anticipated Iraq to be released from Chapter VII this year. And the Paris Club debt is attempting to be resolved. The Kuwait Minister of Foreign Affair’s said this week that all outstanding issues between Iraq and Kuwait would be resolved with the formation of an Iraqi Government. So like last week…Chapter VII issues are quickly being resolved (hmm just in time from a formation of government?) Also this week a few articles were published about the Dinar itself. The first article indicated that economist anticipated the Dinar to rise against the Dollar next year. Well…we could have told them this bit of news long ago. The coming days will tell us a lot I assume. But with the National Alliance choosing an official nominee it would appear we are on the road to resolution. This is strictly based upon news articles – no “intel”, no rumors, or rumors of rumors just the information we are privy to each day. And today we took a big step forward. Considering this information I see no reason to change the current status of the RV-O-Meter. The RV-O-Meter will remain at a high-grade warning to Prepare for Cash In – this is the highest level before actually reaching “Cash In” status. This simply means that the revaluation of the Iraqi Dinar appears to be within weeks if not days and therefore you should have all affairs in order for when this day occurs. The RV-O-Meter is updated typically once a week. If the situation arises a brief update will be posted. Many of you have asked What does Prepare for Cash In mean?…so I have added a new page explaining my thoughts on how to prepare for that special day.   19. * Subject: A New Government-Signs of a Breakthrough September 18, 2010 · Posted in NEWS Sunday, September 19, 2010 | Volume: 10970 A new government in Iraq — signs of a breakthrough By MEMRI staff On Friday we pointed out that the prospects of Adil Abdul Mahdi as the next prime minister in Iraq were rising, while those of outgoing prime minister Nouri al-Maliki were declining. There are numerous indications that the negotiations between the factions are about to break the stalemate. The most viable scenario for a new government would appear to be taking the following shape. It would be a government supported by three of the four key elected groups in parliament, namely Allawi’s al-Iraqiya, the Iraqi National Alliance, and the Kurdish Alliance. The most significant posts would be allocated as follows: Adil Abdul Mahdi as representative of the Supreme Islamic Council (SIC) will be prime minister. This important proviso – that he is selected as a representative of the SIC rather than the Iraqi National Alliance (which also includes the Sadrists) – is significant because it downgrades the weight of the Sadrists who control a little over half of the seats of the Iraqi National Alliance and who will probably be making unacceptable demands, including the one that the strategic agreement with the U.S. should be terminated, or that they should be assigned one of the two key security ministries – either defense or interior. The presidency will be assigned to al-Iraqiya, with one vice president to be offered to al-Maliki’s State of Law. The ministry of foreign affairs would most likely go to a Sunni politician, in an effort to bring Iraq back into the Arab fold. The parliamentary speakership goes to the Kurdish alliance. They will be compensated for the loss of the office of the president with the highly significant ministry of oil. This will allow the Kurds greater flexibility in dealing with the oil extracted from their province and its sale, and reduce the conflict with the central government. It would also signal to the international oil companies that have recently reached agreements with the ministry of oil to develop Iraq’s oil fields that the ministry is in the hands of the most pro-Western element in the Iraqi political landscape. There also seems to be a broad agreement on the allocation of the various cabinet posts, particularly those that are commonly referred to as the “sovereign ministries,” namely foreign affairs, finance, interior and defense. Al-Maliki’s State of Law will most likely join such a coalition whose three pillars are al-Iraqiya, the Supreme Islamic Council, and the Kurdish Alliance. Even without the State of Law, the three other factions control at least 225 seats in a 325-seat parliament, a large enough majority to rule the country for the next four years. Al-Maliki himself would most likely opt to stay out of a new government, but he could be offered enough incentives to join. At the recent moment Iraq’s government has yet to form and settle a six month debate over who should be Prime Minister of Iraq. Even though each of the factions or blocs appears to have bonded in ways…nothing fruitful has evolved. It was rumored that Sec. of State Clinton would visit Baghdad this week however as of today it would appear she is in the neighborhood (Middle East) however focused on the Middle East Peace talks. Over the past few days we have seen more political maneuvering suggesting that the National Alliance will soon name a candidate likely within the next few days…but who will it be..Maliki or Mahdi? My best assumption would be Mahdi as he is the best fit politically. Perhaps there is a plan already in the works… How does this effect Allawi? Well according to recent articles published over the past week it would appear that Allawi may be ok with Mahdi assuming the role as PM as long as Mr. Maliki is miles from the PM slot ruling the country. UN Representative Melkert was in Iraq yesterday (maybe even today) talking to leaders saying more or less…its time! The UN is tired of the run around. Melkert said he offered suggestions on how to form a government and advised the leaders to have an inclusive government representing all blocs. So, that being said I think we have reached a boiling point in Iraq and the Iraqi politicians have a short undefined window of opportunity to form a government or we will soon see the UN take this over (like they should have months ago). Today, parliament representatives are wanting to reconvene congress next week to close the open session in order to end the political issue. If this is actually agreed upon – I would expect political leaders to be in a full on press to settle this issue. That being said. The positive news coming out this week and over the past few weeks have all been related to Chapter VII, OFAC, WTO, and even the Dinar itself. It is apparent that the United States, the United Nations, etc are all working in concert to prepare Iraq for release from Chapter VII sanctions. Weeks ago we heard Kuwait was working hard to agree with Iraq, settling border issues, oil agreements, reparations, etc. Over the past week Iraq agreed to pay $400 million in reparations to US citizens used as human shields by Saddam Hussein – this was a major step to sanction release. Furthermore this week the US Department of Treasury – OFAC removed all or part of the Iraq sanction regulations - which essentially means Iraq is no longer seen as a terrorist or military threat to the United States – another huge step to Chapter VII release. And now there is word that the Oil for Food agreement will soon be resolved at the 3rd Quarter of 2010 – one of the last IF not the last bit of sanctions still pending for Iraq. An article was released earlier this week which indicated that Iraq was ready to join the WTO soon…this was great news considering that Iraq must have a tradeable currency in order to become a member of the WTO (Word Trade Organization). Furthermore this article mentions the dinar as well…saying the committee’s main task was to reduce the difference between the USD and the IQD. Over the past 48 hours two articles was published mentioning the “Deleting the Zeroes”. However these articles were not the redundant print we have seen in the past. Actually the first article indicated that this deleting of the zeroes would not take place until a government is formed. The second article was an interview with an Iraqi professor in which he suggested that by deleting the zeroes on the Iraqi currency the economy would improve along with the value of the Dinar! Over the next few days the UN will be having meetings discussing Iraq and assumeably release from Chapter VII. Considering these recent events involving Chapter VII sanction items and even though a PM or government has yet to form, I feel compelled to upgrade the RV-O-Meter to a high grade warning to Cash In. It is my personal opinion that the revaluation of the Iraqi Dinar is within close range..maybe tomorrow, a few days, or even a few weeks but it is close. I also realize this is Iraq we are dealing with and anything can set us back a step or two and therefore I hold my option to drop the meter if warranted. At this time and at this level on the RV-O-Meter I would suggest that you have a plan in order. Prepare for time off from work, know phone numbers and locations of banks or location of exchange, have contact information for attorneys and/or CPA’s, know account numbers, trust accounts, etc. From what I understand the exchange rate could fluctuate greatly and therefore if you have your affairs in order along with documents in hand and a simple plan – hopefully your cash in experience will be fruitful and without delay. And as always say a prayer and put God first in your big plan.

Reported Mubaraki told (morning) on the sidelines of the meeting of permanent representatives in the League of Arab States in Cairo under the chairmanship of Iraq, said all the differences between Iraq and Kuwait in the process of around final and we expect to form a government to start talks to resolve all outstanding issues, particularly with regard to demarcation of the border, fishermen, farmers and oil fields and the other pointing to the existence of joint committees between the two sides and that Iraq and Kuwait agree on many issues undeclared. He noted that the permanent delegates of the Arab League and put a draft resolution urging Iraqi politicians to speed up the formation of the government.
