"A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed." The right "to keep and bear arms" means an individual has the right to own and carry weapons anywhere and at any time in the United States of America. The "Shall not be infringed" means the government can never make any laws to infringe this right. Why?
