This is only IMO...I think everyone is in negotiations concerning the debts owed by Iraq. I feel most have come to agreements and have settled. I think a few countries have not. When I say settled I mean agreed to hold IQD in reserve currency funds as to not flood Iraq in currency they can't cover. Also, like anyone asking for a loan, Iraq has to prove they have established enough income generating devices to sustain their institute. Also, like any investor, our government and all others must agree on terms like...intrest, payments, time lines, ect...
