صوت مجلس النواب في جلسته الاعتيادية الثانية والثلاثون التي عقدت برئاسة السيد اسامة النجيفي رئيس مجلس النواب اليوم الاحد 13-2-2011 ، وبحضور السيد نوري المالكي رئيس الوزراء على ثمانية مرشحين لشغل الوزارات الشاغرة . من ناحية اخرى استكمل المجلس القراءة الثانية لمشروع قانون الموازنة الاتحادية العامة للعام 2011 بحضور السيد رافع العيساوي وزير المالية وعدد من المختصين حيث قدمت اللجنة المالية تقريرها الذي اعتبر ان الموازنة ركزت على الاولويات بالقدر المستطاع بما يخدم مصلحة البلد والمواطن وذلك مرهون بحجم الموارد المالية المتاحة مما يفرض على الوزارات ان تكون خططها واستراتيجيتها مستندة على هذه التوجهات وان تكون لها رؤية مترابطة ومعبرة عن معايير تقييم الاداء والمساءلة مشيرا الى اهمية ان تتضمن وثائق الموازنة معلومات عن الخطط والبرامج التي تنوي الوزارات تنفيذها بشكل مفصل وليس فقط تحديد التقديرات والتخصيصات المالية المطلوبة . وفي رده على المداخلات اوضح السيد رافع العيساوي وزير المالية ان الموازنة يتم اعدادها بالاتفاق بين المالية والتخطيط والتي تعتمد على الموارد السنوية، مشيرا الى ان تغيير الموازنة غير ممكن الان لكن يمكن الاخذ به في موازنة العام المقبل ،في حين ان ما يتعلق بمشروع "البترودولار"امر مناط تغييره بمجلس النواب في حين ان مشروع "البترودولار الوطني" تمثل ستراتيجية جديدة لتنمية المناطق في حال تطبيقه بدلا عن "البترودولار"، مؤكدا ان الوزارة راعت مبدا المساواة في تخصيصات الوقفين الشيعي والسني لافتا الى ان الوزارة بانتظار استكمال ارسال بعض الوزارات لحسابتها الختامية تمهيدا لارسالها الى مجلس النواب. واشار السيد العيساوي الى ان الموازنة التشغيلية تبلغ نحو 70 بالمائة من الموازنة العامة في حين تبلغ الموازنة الاستثمارية 30 بالمائة وهناك مقترح لتخفيض رواتب الرئاسات مابين 10 – 20 بالمائة وتشريعه مرتبط بمجلس النواب الذي له الحق في تخفيض والغاء المنافع الاجتماعية .
