BASRA, Iraq – The final draft of Iraq’s multibillion-dollar deal with Royal Dutch Shell to capture flared gas at southern oilfields will be completed within 10 days, a senior Iraqi oil official said on Friday.

“We are confident that the final draft will be completed within a week, 10n days maximum,” Deputy Oil Minister Ahmed al-Shamma said at an oil conference in the southern oil hub of Basra.

Final draft doesn't mean signed contract. However, "IF" the 2011 budget does indeed start December 1st, and "IF" indeed the RV is in the budget, and "IF" indeed the smart cards for December have been reduced to 250 Dinar from 1,250, then we "should" see the RV by the end of this month.
