I'm certainly not following the jist of the whole article, but it sounds as if they're headed on a better track. If I understand correctly, the allocation for the ration cards in 2009 was 4 trillion dinars, and the allocation for 2010 was reduced to 3 trillion 500 billion dinars. Their new plan for distribution of the ration cards will be to target the most impoverished people/areas & allocate the cards based on their records of the peoples' income levels. The ration cards would be usable for a limited number of basic food items.

Again, if I'm catching this correctly, they're stating the delay in the distribution of the ration cards was due to the creation of a statistical database regarding the income levels & other "technical" reasons. (perhaps the biggest "technical" reason was that the RV/RI didn't yet occur .....?????)

Nobody's commented on this post yet, which is rare for a Chief V post, IMO.

Bob, I only briefly read it but I concur with your interpretation. It only makes sense they needed a database to adminster fairly and it sounds like they are trying to make sure that the ones who really NEED the aid will get it. It seems they are patterning off the U.S. in many ways. If they can continue to talk among themselves maybe there is really hope for a good democratic system in Iraq. If they can pull it off, then maybe Afghanistan will follow. I think that is what Joe Biden may have been alluding to on the Larry King Live show, although he didn't say it in those exact words.
