Dryden01
The Chase E-Mail appears to be a form letter response from an outsourced service desk in India. We might adopt the impression that Chase is like a large octopus whose tentacles are autonomous but uncoordinated in an effective way. Some branches will be late to get central instructions and implement them. There is a possibility that the first news of Chase handling IQDs will come to the attention of the branch administrators by way of CNN on the morning newscast.
GrahamB
I think the Chase response is pretty reasonable, regardless of which third world country has the call centre. If you walk in to a bank and ask about dinar, it is likely to be treated as a dumb question, and they ALWAYS get dumb answers! If you want to find out what a bank is doing, phone up and make an appointment with their Foreign Currency Manager, or the Branch Manager. Never start at the bottom. Call the manager, and get put onto one of his subordinates and you are already about 4 levels ahead of the Teller, or the Doorman!
