The Iraq flag on that doc is the OLD Iraqi flag (with 3 stars) that has not been used for months.

The new Iraq flag has no stars on it.

This thing has been circulating all over different forums. Somebody went through a lot of trouble trying to make an official document.... Too bad that a supposedly recent document is using an old flag!! There goes credibility.
