Earlier, the Kurdistan Democratic Party announced that a preliminary agreement had been reached between the federal government and the Kurdistan Regional Government regarding the general budget law 2023, while confirming the existence of a real intention to "zero outstanding problems." The representative of the Democratic Party, Majid Shankali, said in a statement to the official agency, followed by “NAS” (February 28, 2023), that “it is necessary to resolve the differences between the Democratic Party and the National Union, given that there is a joint administration of the region by two parties, and this matter is done through dialogue.” and understandings." He added, "The two parties have a lot in common, especially negotiations with Baghdad and the region's dues," pointing out, "The current stage will witness a lot of dialogues to reach real solutions to end the current differences." Regarding the negotiations on the oil and gas law, Shinkali stressed that "there are many proposals about the law, and there are texts presented, dialogues and negotiations to resolve the law," explaining that "the law needs experts, specialists and stakeholders in the financial, legal and oil fields to resolve the law." Regarding the negotiations on the 2023 general budget law, Shinkali indicated that "a preliminary agreement was reached between the federal government and the Kurdistan Regional Government, pending the political agreement. If it is achieved, the budget legislation will proceed." And he continued, "The region demands a share of 17%, while political forces see that the region's share is 12.67%, while the Ministry of Planning says that the region's share is 14%, and no number has reached the region so far," stressing, "The most important thing in approving the budget is that there is Agreement and applied by all parties to solve all outstanding problems, and there is a real intention to zero outstanding problems with the region. Earlier, Kurdish political and parliamentary sources announced that the share of the Kurdistan Region in the federal budget for 2023 amounts to 12.67%. Ikhlas al-Dulaimi, a member of the Finance Committee in the House of Representatives representing the Kurdistan Democratic Party, said in a statement to her party's media, affiliated with "Nass", (February 28, 2023), that "the region's share will be 12.67% of the 2023 budget." And the deputy stressed that "a final agreement has been reached between the Kurdistan Regional Government and the federal government," revealing that "the salaries and dues of the Peshmerga forces will be at the expense of civilians." Kurdish political sources told "NAS" that "the scheduled quota will continue until the census is conducted in Iraq in October of this year, and if it becomes clear that the population of the region is more than the agreed percentage, the federal government will return the amounts due."
