The minister said, during his presidency of the first meeting of the Diwaniya Order 55 Committee charged with developing the process of issuing the job number for all state employees, according to a statement from the ministry that this committee is one of the most important committees; Because it will undertake finding solutions and solutions to a complex problem, which is the job movement in Iraq, which is facing an accumulated structural defect over the past years. Al-Najm added that the ministry has sent mobile teams to the ministries for the purpose of obtaining detailed data for employees, in addition to the other path, which is to address the concerned authorities to provide the Central Bureau of Statistics with that data . The minister pointed out that the committee will work to create a platform or application on smart phones to collect employee data, by personally entering their data based on the data of the unified national card. He pointed out that among the procedures that will be worked on, is that the Ministry of the Interior will work on issuing a national card for all employees who have not yet obtained it, as well as other options, and the committee will work to choose the best ones. The minister stressed that the task of the committee is limited to 4 months to accomplish its mission under the supervision of the Ministry of Planning, calling on ministries and all state institutions to expedite the sending of their employees' data. With the aim of working to establish a unified system for salaries, for all spending units, that will be launched through the electronic platform located at the Ministry of Planning . The Diwani Order Committee (55) is chaired by the head of the Central Bureau of Statistics, Diaa Awad Kadhim, and its membership includes representatives from the Prime Minister's Office, the General Secretariat of the Council of Ministers, the Ministries of Interior and Communications, the Office of Financial Supervision, as well as the Central Bureau of Statistics, and the committee discussed in its first meeting a number of issues Related to setting up the job number system .

The Ministry of Planning formed executive committees to prepare a database for employees. The Ministry has been working since 2021 to grant a job number to each employee, which is a code, and once entered, all the employee's details are recorded, from the moment he enters the job until he is retired. A spokesman for the Iraqi Ministry of Planning, Abdul Zahra Al-Hindawi, says, “Work on the job number platform is still continuing, and that the number of job numbers that have been granted so far has exceeded 3 million and 300 thousand numbers for all ministries and agencies not associated with a ministry and the governorates, within the platform’s first stage.” That “employees Newly appointed, their data will be entered and job numbers will be given to them, in the next stages of the platform's work. He explained that "what remains of the work on the platform are a few formations, and there are procedures and continuous work by the Ministry of Planning to complete them." He explained that "the project aims to know the real and accurate number of the employee, as there is a problem facing the state, represented by the large number of employees. We are talking about millions of employees involved in state departments, and one of the features of the job number is the disclosure of double salaries and fictitious employees." To date, more than 90% of the job numbers of state employees have been covered. However, reports stated that the draft job number in the departments and institutions of the Iraqi state is still a dead letter and has not seen reality, while opinions attribute this to a deliberate disruption by state officials who may be affected by its activation. The Parliamentary Legal Committee attributes the failure to activate the job number to the presence of parties benefiting from the aliens, who do not wish to activate the project. Raed al-Maliki, a member of the Parliamentary Legal Committee, says that parties that benefit from the survival of aliens do not want to activate the job number that limits double salaries and the phenomenon of imaginary alien employees, and the government and parliament must push for its implementation. Large sectors of the Iraqi state suffer from sluggish functioning, especially the working sector that includes public companies, such as oil, construction, housing, industry, agriculture, and others. Al-Maliki says that the ministries of electricity and oil suffer from great slackness and disguised unemployment, especially after the process of transferring the families of the martyrs and the politically dismissed, and the matter needs an organization that takes into account the privacy of the sectors, and it is entrusted to the Federal Service Council, which is far from political conflicts. The project includes a job number for each employee as an electronic code that includes comprehensive details about the employee. The government started the project more than 5 years ago, but it has been delayed. According to the Ministry of Planning, the project was supposed to end in late 2021 and start working fully on all state institutions, but some technical and logistical matters and the failure to complete employee data in a number of ministries delayed the launch of the project. The purpose of the job number project is to draw a clearer picture of the number of employees in the public sector, with more detailed figures on their financial salaries. Upon its completion, the project will provide an integrated database on state employees, which will contribute to addressing many of the problems that the working body suffers from, including drawing clear paths for financial spending on wages and salaries. The volume of financial spending in the case of multi-salaries and aliens is estimated at 15 to 18 trillion dinars ($12.5-15 billion) annually. There are those who receive up to four salaries officially. Since 2016, the International Monetary Fund has warned that there are about 250,000 people who receive three salaries per month.
