  1. 09/03/2014 UU0442 - “The Coming Announcements” Hi Everyone, I come to you today to give you a recent update on the election process and how this relates towards the international rollout of the IQD for Iraq. Note: If you have not read my previous news letter from Tuesday 9/2, I encourage you to first read it. Today's news letter, as in all my news letters, is a continuation of the ongoing saga of the IQD RV process. Today’s News Today is Wednesday 9/3 and we still look forward to the “formal” announcement of the fully formed government of Iraq. The National Alliance in the early hours of Tuesday morning, yesterday, said in a statement to the press in Iraq that the next few days will see the choice of ministerial cabinet; it will be presented to the House of Representatives, and they will vote on them. This coming announcement will include the Prime Minister, the names of his deputy and vice president of the House of Representatives and the Republic, as well as all the names of his ministries. Then it is final. Then they can get down to work. So it still looks like they are on course to meet this Thursday’s 9/4 target date, as they previously said they would accomplish. Could it be delayed? If it does get delayed for some reason there is still the constitutional deadline of next Tuesday 9/9 to be concerned about. So what might cause any delay? Moussawi said in a statement to the press there was a proposal that was studied yesterday to reduce the Vice-Presidents of the government to less than three. He added that there is also still some last minute opportunities being given to express any issues or opinions about the selected “Deputy” Prime Minister of the Minister of Defense, Interior Minister, or any of any Minister of the Cabinet. I have not heard of any issues that came up from so far in these discussions so I suspect all went well. So yesterday and today there are still ongoing meetings of the leaders of the National Alliance followed by meetings with the other political blocs to put the finishing touches on the new government and submitted of it to Parliament by Thursday. If issues should arise the announce could be postponed again, however based on what I have said in my last news letter I know they are really pushing for conclusion by Thursday. Just have to make everyone happy first. Here is the breakdown again of the ministries by bloc/party/sec: Shia - share of the National Alliance, in the next government will be 17 ministeries; Kurdistan Alliance 7 bags, including the Iraqi Oil Ministry (makes total sense to me); Sunnia - Union of National Forces 6 Ministries; Coalition of Forces - Ministry of the Interior; Sovereign Ministries – the National Alliance will take the defense, finance and foreign affairs ministries. CBI update: I am also hearing rumors that the CBI governor may be replaced shortly as Abdul Basit Turki is retiring. There are lots of questions in this matter. Lets look at this and see if it will effect the upcoming RV. First question I must ask is why now? Something is brewing in the CBI and it is connected with going forward with funding for the economic projects, one of which is the currency reforms. What we do know for sure is Shabibi was going to RV the currency in the summer of 2012 and Maliki wanted to use it as leverage and wanted to stop it. So today we heard in the news the Council of Ministers voted for assuming, Ali al-Allaq, with the post of the proxy governor of the Central Bank of Iraq. Does this news sound fishy to you? So what council of ministers? Abadi’s new cabinet is not yet seated thus not yet a working cabinet and have no jurisdiction to vote on anything. This is according to their own constitution. Are they talking about the outgoing council of ministers, Maliki’s government? It can’t be this council either since they are not allowed to make such decisions as an interim government. This too is according to their own constitution. So is this false information? What is going on here? Or is Maliki attempting to place the new CBI governor as a power play for influence this office so he can manipulate it in the future? This too would be ridiculous but with Maliki we never know. Anyhow I am hearing that Turki did submit his resignation. This we do know for sure. What we don’t know is why and why all of a sudden now. Could it be that the shenanigans are about to come out with the December 2012 CBI corruption scandal and Turki wants out now? Or could it be that Turki wanted to RV the currency now and Maliki once again wants to use it as hostage to get what he wants? So the solution for him was to sack Turki, make it look like a retirement resignation, and then put another puppet in the position to do your bidding. In the news a couple candidate names have come forward but nothing is definite. This was late breaking news so I am investigating this now. As usual there are going to be lots and lots of rumors about this topic so be clear on what you believe. I always thought Shabibi would be cleared of any wrong doing and return to the CBI as the governor once the Maliki government was gone. I am still strongly hanging on to my conviction in this matter. Another Maliki Shenanigan ? As you may already know the Iraq Air defense base of Speicher, encountered one of the fiercest and most bloody crimes that ever occurred in the modern world, where the oldest people belonging to tribes in Salahuddin province were executed. The total came to 1,700 deaths. This was done as part of a security element. This was believed to be for sectarian reasons and may have direct ties to the Maliki government by allowing it to happen. It is now sure if he actually orchestrated it at this time. The families of the victims protested the base Speicher earlier on Tuesday, near the gate of the Green Zone, demanding to know the fate of their children, as they threatened to storm the parliament building. An investigation is underway and so far the names of the perpetrators have been listed. Also Maliki has been called before the new parliament to discuss this matter. This interrogation is scheduled for today. Summary So today’s news is all excellent once again as we continue down the road of success for forming the new Iraq government. The news this week is overwhelming and I tried to sort out the garbage and bring to you the pertinent information. THE ANNOUNCEMENT IS STILL ON TARGET FOR THURSDAY ! So this week so far we got the list of the distribution of the ministers. Now we need the names of the ministers associated with these positions. The stage is now set for this to occur. We know there are many other meetings outside of Iraq scheduled for this week and they are pushing to have this government fully seated going into these meetings. Once again Iraq witnessed another tragedy and senseless loss of lives in the recent Speicher base killings. We can see this senseless killing will not stop until Maliki and his goons are totally gone from Iraq. With the bombing of the mosque a couple weeks ago we can clearly see the evidence of him once again attempting to stir up sectarian violence. This is the only way these would be dictators can gain power and hold on to it. Looking at this senseless killings one can’t help but think also about the spiritual side. There is underlying evil plot, plain and simple involved in this man. As I have said in the past this is very scary stuff we are witnessing– if the devil did incarnate as a human being it surely would be Maliki and quite possibly is. I have never seen such a lack of compassion and lack of concern for human lives and suffering since Hitler and WWII. Then when can we expect the RV? All I will say is what I have been saying all along we wait for a formal (global) announcement to the public that the Iraq government is now fully formed and seated. Many of you asked me if a formal, public announcement is necessary and the answer is a big fat YES. I want to emphasize once again this final announcement of the IQD going international will not happen until the USA feels the Iraq government is stable, non-sectarian and is a functional government. This is has been the plan all along. They may have wavered a bit on how the plan was implemented but the overall plan guidelines have not changed. I do not come to you to bash anyone but it is effecting my readers too since I get the overspill of questions and emails on this topic. So I will address it. Some may be telling you its going to RV anytime now or it should have RV’d over the holiday weekend and was held up once again. Really? The fact is, it never was intended to RV and could not have RV’d. As I have said many, many times the USA holds the trigger (the final rollout piece) and will not let this go until they have complete assurance of the needed requirements to let it go. So these intel gurus once again are wrong and will continue to be wrong. They do not question their sources and just publish, as puppets, what they are being told. They have been compromised. They have a large crowd of followers and they claim their leader is never wrong. Really? The same drama plays out weekend after weekend, day after day and still no RV, but they are never wrong?   2. 9/02/2014 7 Comments UU0440 - “ The Announcement of Ministerial Distributions” Hi Everyone, I come to you today to give you a recent update on the election process and how this relates towards the international roll out of the IQD for Iraq. Note: If you have not read my previous news letter from Wednesday, I encourage you to first read it. Today's news letter, as in all my news letters, is a continuation of the ongoing saga of the IQD RV process. I hope you don’t mind I tried to keep today’s news letter short, brief and to the point…lol…lol…. There is so much more news to tell and it will all come out later this week. ~~~ Today’s News Today is Tuesday 09/02 and finally we get an announcement of the distribution of the ministries per bloc/party/sec. Congratulations Iraq ! But this is still not exactly what we want and need to see as the fully formed and seated government announcement. But I truly believe it is coming this week. Here is why I am all but sure this will occur prior to or on 9/4. As the Iraqi Army moves in to irradiate more ISIS forces and Prime Minister Haider Abadi races for time to complete his government and to announce the new government to the world a NATO summit in the city of Leeds UK is planned for next Thursday 9/4. Why is this so important to Iraq? As you may know NATO will be taking a vote in this upcoming session on giving support for Iraq in the fighting to the Islamic militants ISIS DAASH. This is on the UN agenda. In order to insure a strong vote in favor of this decision for Iraq it will require the presence of a fully completed government of Iraq. This would almost surely ensure they get the support they need. So yesterday the Prime Minister Haider Abadi announced the distribution of positions for his cabinet for the next four years, which will be the successor to the presidency of the government of Prime Minister outgoing Nuri al-Maliki. He did not announce that his government was fully formed and seated. Here is the breakdown of the ministries: Shia - share of the National Alliance, in the next government will be 17 ministeries; Kurdistan Alliance 7 bags, including the Iraqi Oil Ministry (makes total sense to me); Sunnia - Union of National Forces 6 Ministries; Coalition of Forces - Ministry of the Interior; Sovereign Ministries – the National Alliance will take the defense, finance and foreign affairs ministries. Next Steps So the government positions are now official but still no names associated with them. The next step is for the prime minister is to present the names of all the new ministers to parliament and thus at this timeframe probably announce them to the world. He will also announce that his government is “fully” formed or “completed” at this time. I believe this will occur with the next 2 days if not even today. This is so very close at hand. So between now and then we wait to hear about the completion of the administration of the oaths of office and the ratification of these candidates by parliament. Then it is official. Then Abadi will make his announcement that we all desire. Look for this on the news. This will make the headlines. Next Priority Business According to a member of the Budget Committee interim Attorney crescent Sahlani, said on Monday, that the budget is still in the government hands and was not sent to the House of Representatives, noting that the revised edition will reach parliament next week. Said Sahlani noting that the proxy Minister of Finance and through hosted in Parliament last week confirmed that all the new amendments to the budget set by the Temporary Budget Committee have now been introduced. He added that "the budget will arrive next week to the House of Representatives for approval, but it contains a large deficit," pointing out that "the 2014 budget will be for the remainder of the year and only belong to the operational budget." President Massoum called for a review of the law adopted in the work of the accountability and Justice Commission. This now looks like it will also be one of their next major tasks. Summary So today’s news is all excellent as having their ministry positions announced is just another step in the right direction and they are moving forward quickly. So to get the names of the ministers associated with these positions and then to formally announce the government is fully seated is what we wait for now. I full believe that this may have already happened in Iraq and we are waiting for the news to catch up with the west. This may very well happen sometime today. The stage is now set for this to occur. We know there are many meetings scheduled for this week. There is another Bretton Woods meeting, there is the NATO session to vote on military support for Iraq and there is an Oil Summit also coming up this week. The USA secretary of state John Kerry is heading to Iraq on Thursday too. Does he want to be there for some sort of announcement or is he just stopping in for tea? Then when can we expect the RV? All I will say is what I have been saying all along we wait for a formal (global) announcement to the public that the Iraq government is now fully formed. Many of you asked me if a formal, public announcement is necessary and the answer is a big fat YES. Mnt Goat Monday Morning Update (from Sunday)- “A New Timeline” 09/01/2014 UU0430 - “A New Timeline” Hi Everyone, I come to you today to give you a recent update on the election process and how this relates towards the international rollout of the IQD for Iraq. Note: If you have not read my previous news letter from Wednesday 8/27, I encourage you to first read it (*** Do Not Post Links to other Dinar Sites ***). Today's news letter, as in all my news letters, is a continuation of the ongoing saga of the IQD RV process. Today’s News We were expected last week to witness the announcement of the new Iraqi cabinet headed by Haidar al-Abadi. Today is Sunday 08/31 the last day of September and still no formal announcement of the fully formed and seated government of Iraq. Why? As I have said in previous news letters it is a struggle to get the government completed. I have tried over the last couple weeks to show you the news as to what was delaying the announcement and formation of their government. The recent news tells you they are down to the final phases of assembling this government. I will now briefly give you a quick summary of last weeks events then bring you to the current and proposed upcoming events for this week. Last Week: They have alrady targeted three previous dates to announce the fully formed government but as they got closer to the date they realize it was not going to happen and so moved to a new date. This has happened again and again. Abadi came out late last week stating that 9/4 is his new target and probably could seat the government by that timeframe. The million dollar question is - will he? According to the constitution he technically has until 9/9. Some are saying that of Abadi does not seat the government by the constitutional deadline that Maliki will simply take over the process and complete it. He will then simply appoint himself the new prime minister. Do you see just how ridiculous this news was. Once again we see the seeds of pro-Maliki rearing its ugly head. Simply idiotic and complete garbage ! Please, please simply ignore this kind of news. It makes absolutely no sense at all. I do not even know why people bring this stuff over to the forums. Why What is the point? Do you also believe deep down such nonsense could possibly be real? If they must go beyond the deadline, parliament will simply vote on a referendum allowing them to do so with a new timeline. It will be for a very good reason. However I will also add they are moving at lightening speed and are very much aware of the necessity to complete this new government and get it announced ASAP. So we saw in the Iraq news that about mid last week Abadi put together a round table to bring in all the players from the blocs. He especially wanted the National Alliance and the State of Law coalition in the discussions. There are just a few minister positions not yet filled and the vie president and deputy vice president. The alliance of the Iraqi powers holds the National Alliance responsibility for the collapse of the round table negotiations for preventing granting the rights of the Sunni component. We saw how the State of Law boycotted any discussions and refused to give their list of candidates to Abadi after the bombing of the mosque. They required the government to bring the perpetrators to justice. Abadi then held an investigation and four were arrested. Then on Thursday the candidates were finally released to Abadi. The deadlock was over and Abadi made the announcement he could then probably seat the new government by 9/4. Current News My news today is direct from my sources in Iraq as of Sunday 8/31. It is all good news and they are moving ahead. They pointed out that all political blocs are now participating in the negotiations to form a government, disputed broke out last week to nominate four ministers and they finally agree on granting the National Alliance Shiite ministries of defense, foreign affairs, finance, and the Union of Iraqi national forces Sunni Interior Ministry. What is left is a single undecided ministry, Ministry of Oil, in which may go to the Kurdistan Alliance. Negotiations are still in progress as I write this news letter. This will probably be resolved by early this week. It has not been definitely decided yet who the vice president and deputy vice president are going to be. But this too will be resolved shortly and does not seem to be a huge obstacle since these positions are just more of a formality after the elections are done. There are also two of the formerly selected ministers that are being contested by a representative from Najaf and wants them replaced. The minister of health and the minister of utilities. The President of Parliament is giving them two more days to be replaced and this should be done by Tuesday at the latest. Last week they swore in all ministers already chosen and began to officially seat them. Does this make a complete government ? No- this just means that about 12 of the ministers were officially seated and their names listed in the gazette making it official. As usual this was all hyped up and misunderstood. This was not the announcement of the fully formed government we have been waiting for. This week there will be yet others. They plan to swear in the last 5 ministers and seated seat them and hopefully they can do all this by 9/4 or 9/9 (at the latest), when they are targeting the “formal announcement”. Believe me when they announce the government it will be all over the international news media channels such as CNN and FOX news. Don’t you get sick and tired of the hype? Why is all this news from Iraq so misinterpreted all the time by the same intel groups? Decentralization of Gov’t (con’t) . Essentially the decentralization effort, as I have explained in past news letters, is giving more power to the provinces and a check on the Federal government. If you have been reading my news letters all along you must remember the news I have been including about the desire and necessity by the new government to support more autonomy by each of the six main provinces. This is being modeled off of the State/Federal system in American as it will be the Federation of Iraq. This week we heard the final count of ministries was down to 17 from 31. They combined the duties of some and eliminated others that were redundant. Remember also some ministers were on the payroll but essentially had very little responsibilities. Others that were redundant and had conflicting responsibilities with other ministries. It was always questionable who was actually in charge. Maliki liked to keep you guessing and chaos was the rule of law. This way he could have control over everything yet have no responsibility for the corruption that was ramped. At least this is how he planned it. A side effect was nothing ever got done. This past week Dr Allawi was officially appointed to head up the “Federation Council”, hurry, hurry, hurry ! I could not think of a better person for this job. Congrats to Allawi! . This is the current line up for this coming week (targeted events): The parliament Speaker, Saleem al-Jobouri, while meeting the official in Babel Province stated that there are no obstacles to hinder the formation of the next government within the constitutional time limit. I personally do not think it will go until 9/9. This is how I am hearing they plan to roll out the new government. September 3, the remaining ministers will be sworn in. September 4, the official list of ministers will be released to the media and the people. They will announce that the government is “officially” completed. They will also announce the new Federation Council and its head Dr Allawi. They will have a photo opp for the press of the council of ministers along with the prime minister Abadi, his deputies, the president , the vice president and deputy vice president (the presidents council). The ministers will officially start their jobs September 9 as Jubouri has stated the next official session of parliament is planned to begin on 9/9. We all know there have been promised and concessions made to all parties and political blocs. The trust factor is very low that this new government will not do the same as the Maliki government. There is a stack of bills needing to be passed and implemented such as HCL and Article 140. Parliament will not waist any time. On September 9 a bucket of laws is supposed to be brought before Parliament. Following these laws will be the budget law. Many of these laws are to denounce and vote on the repeal of many of the special “Maliki government” laws implemented over the last 8 years. These laws mostly circumvented the constitution and are of no use. Many of the new laws are needed and are laws to support the effort of decentralization and to give more powers to the provinces. Summary So today’s news is still good news and we target now Thursday, Sept 4th for a possible announcement. Can they complete the government by then? We have seen in the news today the reasons for the hold up and the delays. It is not a mystery or a conspiracy of holding back the formal announcement from the world as to why it has not yet been made. In the mosque last Friday they announced the ministers so far, telling the people there is progress. The ministers sworn in so far were published in the gazette but not the full set of ministers to make up a complete council of ministers. This has lead to much confusion among news gathers since they do not understand Arabic and often confuse what they are hearing and seeing. I do not know why but they fail to get the big picture over and over again. THE GOVERNMENT IS SIMPLY NOT YET COMPLETED ! Then when can we expect the RV? All I will say is what I have been saying all along we wait for a formal (global) announcement to the public that the Iraq government is now fully formed. Many of you asked me if a formal, public announcement is necessary and the answer is a big fat YES I do whole heartedly believe that the RV rollout will be completed just prior to or just after this announcement. I want to emphasize once again this final announcement of the IQD going international will not happen until the USA feels the Iraq government is stable, non-sectarian and is a functional government.
