Under that deal, which was never implemented, Kuwait agreed to pay compensation for the Iraqi farmers and deposited the amount with the United Nations. Mubaraki said the cost of building the replacement homes for the Iraqi farmers would be paid from the compensation. Kuwait is also demanding the demarcation of maritime borders. Iraq has been campaigning to be released from the sanctions imposed by the Security Council under Chapter Seven of the UN Charter after Saddam Hussein ordered his troops to invade Kuwait in August 1990. Kuwait has consistently countered that before being released from the Chapter Seven sanctions, Iraq needs to settle the border issue and pay a further $25 billion due in war reparations, among other demands. The ministry plans to ask companies to build plants in four provinces, install and operate turbines it has already purchased from General Electric and sell the power back to the government. Power-starved Iraq, trying to rebuild after years of war and economic sanctions, hopes to triple its electricity capacity to 27,000 megawatts from the current 9,000 MW in four years. Laith al-Mamury, the head of investments and contracts at the Electricity Ministry, said the deal will allow the companies to buy the turbines on a delayed payment plan. "I believe on November 30 it will be offered to the companies," Mamury told Reuters in an interview. "We have the units. The investor will come to finish the rest of the equipment and operate the plant for 20 to 25 years," he said. The 22 gas turbines, valued at 30 million euros ($40.25 million) each, would be installed in Diwaniya, Muthanna, Maysan and Basra provinces, Mamury said. The turbines would produce 125 MW each, or 2,750 MW in total, more than 10 percent of Iraq's ultimate goal of 27,000 MW. They were among 72 turbines Iraq purchased in 2008 from GE and Siemens in deals worth more than $5 billion. So far six from Siemens and 20 from GE have arrived in Iraq. The World Bank ranked Iraq 166th out of 183 countries in its “Doing Business 2011” survey of the ease of doing business around the world, the worst ranking of any country in the Middle East. In particular, Iraq ranked 120th globally in terms of “protecting investors” and 141st in “enforcing contracts”. The World Bank scored it 4.3 out of 10 on its “strength of investor protection index”. The survey notes that court proceedings to enforce contracts in Iraq require 51 procedures taking an average of 520 days. "It's Iraqiya's decision if they want to participate or not," said Ali al-Alaq, a member of Maliki's State of Law bloc, adding that parliament will convene Thursday even if Iraqiya balks. Sens. John McCain (R-Ariz.) and Joe Lieberman (I-Conn.) met with Kurdish officials during a visit to Iraq this week to ask them drop their claim to the presidency. President Obama and Vice President Biden made the same request in recent phone calls, said Kurdish lawmaker Mahmoud Othman. "The pressure on the Kurds is increasing," Othman said. "I don't think the blocs can reach an agreement in time." The government formation process has been slowed by allegations of electoral fraud, constitutional disagreements and continuing violence. Before parliament convenes, leaders are trying to come up with a package deal allocating the three highest posts: speaker, president and prime minister. When parliament meets, it must choose a speaker and two deputies and then name a president, who will in turn direct the leader of the coalition with the greatest number of seats to form a government. Allawi missed Tuesday's meeting, sending delegates instead. Members of Iraqiya denied that his absence was a snub and hinted that they would push for Thursday's session to be delayed to deal with the wide disagreements between Maliki's and Allawi's blocs. "I think probably ... the parliament meeting will be postponed," said Falah al-Naqib, a prominent Iraqiya figure. "We cannot proceed without a package deal."
