People this is a state agency that has made the study they know what they are doing. They have the resources and the know how and contacts to know if something is true or a scam! Well I think your friend has some valid points and it is really hard to say. One thing I liked about your post that you addressed and I addressed yesterday is the cultural issues. Americans don't understand that culture plays a major role in that part of the world. Regarding the loop It is very possible if the RV takes place now because the oil production is not up to par and also because imports are probably going to be greater than exports of oil now that sanctions have been lifted. However if the RV doesn't take place in the near future and oil production exceeds imports (monetary wise) than we should see a stright up RV in my humble opinion.
