That article backs up everything I've ever said regarding who is in charge of the exchange rate: The CBI. That's it. 

 

The after-effects of a major RV are going to be gigantic, and I won't even attempt to spell all that out... but regardless, the bottom line is simple. ONE organization is responsible for the exchange rate, and that organization is the CBI. Plain and simple.

 

Once they pull the trigger, a LOT of crap is going to hit a lot of fans, and a lot of us will be scrambling to make the most of the situation.

We congratulate the Iraqi and Kurdistan Regional Governments on reaching a broad agreement on revenue management and oil exports originating from the Iraq Kurdistan Region and Kirkuk. This resolution, in line with its constitution, allows all Iraqis to benefit equitably from Iraq’s hydrocarbon sector. This agreement will further strengthen both Iraq’s Federal Government and the Kurdistan Regional Government as they work together to defeat ISIL.

The Secretariat explained that "the prime minister Haider al-Abadi called during his attendance at the two sides of negotiations to reach a final agreement that allows to pass the budget for fiscal year 2015 as soon as possible," adding that "the differences are purely economic, and affect the interests of the citizens in the whole of Iraq, does not affect the political climate can ".

She pointed out that "the conferees discussed the quantities produced from the region's oil, and mechanisms calculated within the financial budget, and resolve financial issues outstanding between the two sides, and the financial benefits of the Kurdistan Regional Government as a result of oil exports in the last period, and benefits of the central government is also in accordance with the Constitution."

The Kurdistan Regional Government delegation led by Barzani, who arrived in Baghdad yesterday to today held a meeting with the federal government delegation led by Prime Minister Haider al-Abadi and a number of cabinet ministers to discuss the latest Baghdad and Erbil agreement and the rest of the outstanding issues.

Not sure if many know but this is MAJOR news!!!! this is a public statement teliing the iraqis are about to get paid. This is a piece of the HCL being implemented. This tells me a couple things they know the rate and its been agreed upon what portion the people get.

Abadi 's got more game in he's little toe than Maliki's whole 8 year of term
